II. Country Profile
ACTED Headquarters was established in Paris, France in 2000 to coordinate the organisation’s interventions on a worldwide scale. Today, forty people work at HQ in Reporting, Finance, Communication, HUB Logistics, Audit, and Human Resources departments. The HQ Departments provide support to their field counterparts, including three regional offices and over 30 decentralised country field teams, consisting of more than 200 international and 4000 total staff.
HQ also serves as the focal point for ACTED’s top direction, including the General Delegate, Director of Development, and the fifteen-member Administrative Council
III. Position
The HQ Logistics Manager is responsible for
• Engaging directly in all aspects of the supply chain to support ACTED country offices in the field of procurement, transport, asset, delivery & supply and communication management as well as field supply chain management advice and support. • Ensuring that ACTED logistics systems allow effective emergency response and adequately support project implementation • Ensuring that standards of best practice in both emergencies and rehabilitation & development programming are adhered to and that logistics capacity and expertise is built throughout the organization.
- Logistics department management
Ensure that all logistics related issues are handled effectively and in accordance with ACTED policies and procedures by providing technical advice, support and follow-up of the planned and ongoing activities Review & ensure that logistics activities (procurement, transport, asset, delivery & supply and communication management) are carried out according to the relevant policies & procedures in each ACTED country & field offices. Monitor system implementation and effectiveness through regular field system reviews. Establish relevant framework agreements and follow-up and develop cooperation with significant global suppliers Ensure that relevant insurance is available for vehicles, warehouses, offices and guesthouses and ensure that the claims are handled according to the insurance agreements Participate in the interview process for ACTED international field logistics positions.
- Supply management
Process requests for supply of goods and services from and on behalf of ACTED field offices. Arrange for the provision of freight forwarding services for overseas consignments. Organize the import and export documentation for shipped consignments. Help facilitate VAT reclaims for exported goods.
- Technical support
Advise ACTED fields logistics and coordination teams and generally accepted minimum standards and specifications as they relate to overseas supplies. Provide input & advice to resolve logistics related issues in ACTED country & field offices. Advise overseas fields on correct procurement procedures for local procurement. Assist with the management of emergency procurement, UN pipeline and other in-kind donations. Provide technical support to emergency interventions as a member of the REACT team with specific responsibility for setting up standard systems at the onset of new emergencies. Deliver training to members of the relevant ACTED staff and to new staff joining the organization Carry out regular field missions and provide training to ACTED field logistics staff as necessary.
- Logistics department development
Keep updated logistics policies and procedures Advice on the revision and improvement of standard logistics systems and processes applicable throughout ACTED and contribute to their design of new logistics tools and systems, including information technology tools. Train relevant staff members in logistics policies & procedures Provide ongoing support to fields in the development of appropriate additional logistics procedures and regulations, in compliance with ACTED Global Logistics Manual. Develop, review, maintain and disseminate an Emergency Supplies Catalogue. Develop a capacity of prepositioned emergency supplies to meet the organization’s rapid response needs Contribute to the development of a Logistics ERP and of a purchasing computerized system. Cooperate with other organizations to ensure synergies and share lessons learned Participate in relevant projects and working groups to ensure that logistics issues are taken into consideration when relevant
- Reporting
Ensure that ACTED field offices comply with their reporting requirements in a timely manner Compile and review ACTED monthly field reports for each logistics process (procurement, transport, asset, delivery & supply and communication management) Provide monthly reports to the Director of Operations. Maintain procurement filing system to allow for convenient document retrieval and audit
IV. Qualifications
University degree in related fields of study and international logistics and procurement experience, primarily from an emergency/development setting Proven experience in planning and conducting training English and French are the working languages, knowledge of other languages a plus Very good knowledge of modern IT-tools Experience with emergency response programs in developing countries would be a strong asset Able and willing to undertake a significant amount of travel to all ACTED Countries and to provide field backstopping during emergencies Experience with IT development and ERP systems will be an asset
