The Partnership Leader has the primary responsibility for establishing WV policies, strategies, procedures and standards that will ensure the highest level of security for WV staff and assets and the lowest risk of loss and liability to the organisation. Directs efforts to monitor existing and potential security risks to staff and field programs and actively proposes measures to mitigate those risks and respond to security crises. Ensures adequate and appropriate training is made available to all staff and ongoing technical advice as needed. Develops and maintains key strategic relationships with counterparts within the UN, NGOs and consortia and collaboration with key functions in the organisation. Ensures oversight of the Vehicle Fleet Safety programme.
KEY RESPONSIBILITIES:
- Lead WV Partnership efforts to improve security for its staff and operations globally resulting in a positive security culture in the organisation.
- Establish and maintain policies, strategies, procedures and standards for security risk management that mitigate risks to staff living, working and travelling globally and the organisation’s assets and programmes.
- Ensure security expertise and support is provided to leaders and staff by security officers at the global, regional and national office levels and a programme for strengthening their competencies.
- Direct the monitoring of global security conditions and analyses of data received from both internal and external sources, and advise senior leadership on appropriate security risk mitigation strategies and contingency planning.
- Guide the development and implementation of a partnership-wide security training strategy and the provision of a global training programme resulting in increased security awareness and management capacity.
- Guide the WVI Executive Crisis Management Team in their preparation for and coordination of responses to critical security incidents affecting the partnership and ensure the preparedness and support to regional and national offices dealing with security crises when security situations exceed local management capacity.
- Develop linkages and collaboration with UN, NGOs and security consortia, representing the organisation at appropriate interagency forums.
- Collaborate with Humanitarian & Emergency Affairs, and specifically the Global Rapid Response team, in developing effective security management strategies for operations in complex humanitarian emergencies.
- Collaborate with key functions within the organisation to support an integrated approach to risk management from a security perspective such as Enterprise Risk Management, Global Field
- Operations, People & Culture, Finance, Legal, Audit, Civ-Military.
- Oversee the Vehicle Fleet Safety programme to reduce vehicle accidents and associated risks for the organisation and others by the development of policies, procedures and training programmes.
- Provide security advice for the Global Centre Office in London.
- Attend and participate in devotions and chapel.
KNOWLEDGE, SKILLS & ABILITIES:
- Bachelor’s degree in an appropriate field, or relevant experience at that level, Master’s degree preferred.
- Good NGO (preferably WV) Leadership experience with a clear understanding of NGO field operations across a range of operating contexts.
- 5 - 10 years’ experience in security management, including a number of years in an NGO or UN environment in the developing world, preferably in insecure environments.
- Good understanding of security management and security management skills.
- Excellent analytical and negotiation skills with proven abilities to communicate influence and collaborate and also confront and hold people accountable.
- Independent and creative individual with strong sense of priorities and organisational skills who has the ability to build on the successes made to ensure that security management is embedded in the organisation for the future.
- Ability to develop and nurture a network of professional contacts in the technical field of NGO security management.
- Strong interpersonal and cross-cultural skills, demonstrating World Vision’s Core Capabilities at the leadership level as well as individual level.
- Excellent written, oral communication and presentation skills.
- Computer literate (Word, Power Point, Excel, etc.).
- Ability to travel internationally up to 30% of time, as needed.
