Action contre la Faim MANAGER FOR THE EMERGENCY POOL


Action contre la Faim (ACF) was founded by a group of prominent French figures in response to the emergency caused by Afghan refugees fleeing to Pakistan to escape fighting in 1979, with the aim of eradicating hunger in a more global, lasting and effective way worldwide. While the fight against hunger had previously been integrated into more general humanitarian action (the fight against poverty, promoting better health, etc.), ACF’s founder members created an organisation specializing in the problems associated with hunger. ACF’s mission consists of saving lives via the prevention, detection and treatment of malnutrition, in particular during and following disasters and conflicts. The organisation focuses its activities on an integrated approach, taking various aspects into account: “Nutrition, health and healthcare practices”, “Food security and livelihoods”, “Water, sanitation and hygiene” and “Advocacy and awareness-raising”. In 2010, ACF-International was active in over 45 countries, coming to the aid of around 6,5 million individuals. Overall objective of the position: Reporting to the Director of Operations, the Emergency Pool Manager’s main assignment is to define the Organization’s intervention in situations of humanitarian crisis and improve the capacity for emergency response of the ACF-International network. More specifically, your mission will be:
Responsibilities:
At Headquarters (approximately 50% of total working time) - Manage the Emergency Pool team composed of 6 crisis coordinators and 10 flying - Formalize emergency management and emergency preparedness tools (proposal, capitalization, dissemination and evaluation of what already exists) - Improve the intervention capacity of the various departments at ACF involved in responding to emergencies (logistics, HR, finance, communication, technical) - Analyse and monitor geopolitical and humanitarian contexts so as to be in a position to assess intervention relevance - Support the emergency response capacity of ACF’s international network and contribute to smooth overall coordination and communication - Participate in internal working meetings of ACF and the International Network
In the field (approximately 50% of total working time) - Define, implement and ensure follow up of emergency programmes (analyses, proposals for strategies and implementation) - Support emergency preparedness strategies within the missions and heighten awareness of coordination teams to these strategies, in particular through training - Seek funds required to ensure the smooth running of emergency programmes - Define and supervise the security of teams in coordination with Headquarters via the Security Service Manager - Ensure compliance with HR mission policy - Manage the team (establish priorities, supervise allocation of assignments, disseminate information on ethical obligations and monitor their respect) - Represent ACF in meetings and communications with other humanitarian actors, donors and the Media - Ensure efficient capitalization of emergencies in the field
Qualification and previous experience: Higher education; post-graduate degree in a general or technical subject, combined with solid experience in the humanitarian sector including 2 years as a Country Director or Head of Mission working in a context of crisis. Your excellent communication skills, tact and diplomacy added to your substantial analytical capacities bear witness to your ability to make decisions and to unite your teams around a common goal. You have fluent spoken English and are fully cognizant of analytical tools to be applied in security-related contexts.
Status: Manager – fixed term contract – Full time
Annual Salary : Salary between 39 and 47 K€ gross over 13 months, 20 days of extra leaves (RTT)/ year, restaurant vouchers of 8 € (60% covered by ACF), complementary health insurance (covered 80% by ACF), refund of 50% of public transportation fees
