Business Development Budget Officer


Malaria Consortium is one of the world's leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which helps relieve poverty and support improved economic prosperity.
The role is based in Malaria Consortium’s UK office in London. Malaria Consortium operates in two main regions, being Asia and Africa with the UK office providing a management and support function to the regional management teams. The majority of Malaria Consortium’s staff are based regionally and management responsibility is devolved to the regions for programme delivery with 3 of the Global Heads based in the UK. The UK office supports specific programmes with global coverage, our global external advocacy and communications team, global HR and part of the technical team are also based here.
Since its founding in 2003, Malaria Consortium has grown rapidly. Today, it implements projects in 11 countries, and had an income of £30.5m for the financial year ended 31 March 2012. As a team member of the newly created Business Development Unit, the Budget Officer will be responsible for developing and/or reviewing all proposal budgets for public and private donors ensuring cost recovery and compliance with donor regulations. Among their key accountabilities will be; supporting country and regional offices to respond to solicitations and other funding opportunities, Working with programme and finance staff in HQ, Regional and country offices to cost out proposed donor funded projects and carrying out special projects as requested by the chief finance officer and the business development director. This is an exciting opportunity to be part of a totally new unit, helping found and develop a new function within the organisation.
The successful candidate will have:
• Part-qualified as an accountant in recognised global body e.g. ACCA, ACA, CIMA; • Minimum of a Bachelor’s degree from a recognised university; • A minimum of three years’ experience in budgeting or financial management in public charities • U.K. work permit required • An advanced knowledge of Excel and accounting database software • Willingness to travel internationally as required • Knowledge of public donor grants and contracts compliance • Excellent communication skills both verbal and written • Ability to prioritize and meet deadlines • Good collaboration with colleagues
