Director - International Field Human Resources

 Position Summary 
 
 
The Director of Field Human Resources Services is responsible for providing a wide range of HR services to Expatriates, Third Country Nationals, Home Country Nationals and headquarters staff employed by Creative. In support of Creative’s mission and the strategy and objectives of its’ HR Division, the incumbent is responsible for enhancement and execution of recruitment, benefits, compensation, HRIS, employee relations, and performance management programs for identified staff.
 
 
 Supervision 
 
 
  • The Director, Field Human Resources, reports to the Sr. Director, Human Resource Division, and collaborates closely with all HR team members.
  • The Director, Field Human Resources, serves in the absence of the Sr. Director as HR team leader.
  • The Director, Field Human Resources, works closely and collaboratively with HQ and Field project staff and others, and leads project- or Division-specific initiatives.
 
 
 Primary Responsibilities 
 
 
  • Analyzes issues and trends affecting field human resources activities, communicates and addresses them.
  • Ensures Field HR start-ups, Operations, and Close-downs are handled in compliant, pro-active and HR-sensitive ways.
  • Serves as a service point for Level One and Level Two employee relations issues; conducts investigations; provides leadership and counsel to Field HR and other project staff on employee relations issues.
  • Ensures proper creation, maintenance and dissemination of all Project- or Field employment agreements and amendments, in conjunction with recruitment collaborative.
  • Works with COPs, DCOPs and others to research in-country market compensation, and to develop standardized job descriptions and salary bands
  • Designs, develops, implements, and monitors processes and systems for ensuring compliance with relevant policies and labor laws.
  • Conducts exit interviews.
  • Support COP efforts to supervise field HR activities

Performs other duties as may be assigned or necessary.
 
 
 Required & Preferred Skills & Qualifications 
 
 
  • Bachelor’s degree in relevant field with ten or more years of relevant HR experience or an equivalent combination of experience, education and training
  • Understanding of international development purposes, approaches and players preferred
  • Knowledge of USAID, DOD, and other USG funding agency employment rules and expectations strongly preferred
  • Proven capability to work collaboratively in a multi-cultural business environment required
  • Strong and demonstrated organization skills.
  • Demonstrated ability to collaboratively lead and contribute to complex projects and day-to-day activities.
  • Ability and willingness to travel internationally as needed
  • Excellent written and verbal communication skills required.
  • Ability and willingness to maintain confidential and sensitive information
  • Strong commitment to client service and collaboration, and prior success communicating departmental and divisional issues to diverse audiences
