NRC Resident Representative - Gulf Region

NRC has recently started to research and analyse the humanitarian actors in the Gulf Coordination Council (GCC) region with the aim to broaden its outreach activities in terms of humanitarian policy, advocacy and dialogue, and to possibly broadening its donor base. A first staff assignment has concluded with a comprehensive assessment report recommending a mid-term engagement to become an accepted humanitarian partner and actor in the region. NRC is now seeking a Resident Representative for the Gulf Region. The Resident Representative will report to the Deputy Director of the International Programmes Department.

Job description ■Establish a legal presence for NRC in the region ■Networking through establishment of a solid net of contacts and stronger relationships with selected high priority actors in the region ■Get access to existing humanitarian coordination fora and platforms ■Strengthen NRC’s knowledge on funding opportunities in the region, and knowledge of procedures on how to access potential donors ■Provide direct support to selected NRC country offices in approaching GCC donors ■Start a structured dialogue with key actors in the region, in close liaison with the NRC advocacy and information department ■Additional tasks as requested by the International Programme Department

Qualifications ■Relevant university degree or higher education, preferably in management, social sciences or international development ■Proven management and programme development experience ■At least 10 years of experience in international work, preferably with refugee/IDP-related emergencies ■Significant understanding of complex emergencies and crisis contexts ■Good overall knowledge of the institutional donor landscape, both for traditional donors as well as so called non-traditional donors ■Good knowledge of the Gulf Region and the cultural and political specificities that impact on the GCC governments’ donorship ■Knowledge of the international humanitarian system, actors, standards, humanitarian principles etc.

 ■Proven experience from development of project proposals and budgets ■Experience from advocacy work ■Proven communication, interpersonal, representation, negotiation and management skills ■Proven skills and experience in application-, report writing and budgeting ■Awareness of gender issues ■Fluency in Arabic and English, both written and verbal ■Above average computer literacy ■Holder of a valid international driver’s licence

We offer ■Commencement: November 2012 ■Contract period: 14 months ■Salary/benefits: According to NRC’s general directions ■Duty station: Abu Dhabi or Dubai (to be determined), with extensive travelling in the region
