Manager, Global Research Partner, Innovations-- Rosslyn, VA


The Innovations for maternal, newborn, & child health (Innovations) is an initiative that seeks to identify, support, and field test bold, innovative ways to overcome barriers to delivering proven solutions to women and children in India, Kenya, Malawi, Nigeria and Sierra Leone. John Snow Inc. (JSI) serves as the global research partner (GRP) for the project under a subgrant to Concern Worldwide. As the global research partner JSI provides strategic leadership and high caliber technical assistance to Innovations and its local partners to generate high quality data on project implementation and performance and translate these data into actionable learning at intervention and portfolio levels. RESPONSIBILITIES

The Manager, Global Research Partner, Innovations manages/facilitates the technical and administrative aspects of the JSI subgrant. The Manager’s role is to ensure that GRP’s activities are technically sound and meet a high standard and that JSI adheres to all requirements of the subgrant contract. S/he provides leadership on all aspects of research design, data gathering, analysis, and data use pertaining to the GRP’s scope of work at the global level, and manages directly all research, monitoring and evaluation efforts assigned to JSI within the project’s countries of operation. As the primary point of coordination for the GRP team, the Manager will oversee a broad set of activities including: developing an overall RME strategy for the project, M&E planning for each innovation, design and implementation of baseline and endline surveys and process documentation, support for project level M&E, analysis and reporting relation to RME activities, and synthesis of learning at the portfolio level.

The Manager GRP is supervised by the JSI Senior RME Advisor and will have direct management responsibilities for the RME advisors, research assistance, and data manager. Together with the RME Senior Advisor, the RME Manager is responsible for ensuring the quality and timely submission of all contract deliverables and for maintaining open communication and productive working relationships among team members. For day-to-day management and coordination, the RME Manager will work closely with the finance and administration officer of the RME team. The Manager, GRP will also have direct management responsibility for the local Research Partners. S/he will work closely with the Innovations Central Management Team (CMT), particularly the Associate Project Director, RME, the Associate Project Director, Maternal, Newborn and Child Health (MNCH), and the Policy & Learning Specialist.

Duties and responsibilities
• Coordinate strategic planning for portfolio level RME and M&E planning at innovation level.
• Participate in or lead research, monitoring and evaluation activities.
• Manage the close and careful vetting of hypotheses, methods, findings and products with the GRP team, CMT, and any expert advisory groups.
• Lead work planning for the GRP team.
• Evaluate progress and gather feedback from the CMT on the GRP work plan
• Provide oversight of progress in country studies with regular communication with RME Advisors and other team members; encourage early identification of barriers in study implementation and solutions to address barriers.
• Facilitate links among RME Advisors and consultants and local research partners as well as relationships with the M&E Officer at the local implementing partner, Concern, Options and JSI Field Offices.
• Coordinate regular communications within the RME team through teleconferences and meetings to ensure project goals and milestones are discussed in a fair and participatory manner.
• Participate in and support, as required, the work of the CMT
• Supervise consultants including technical specialists and external research advisors to ensure their timely input into project design, implementation, analysis and dissemination.
• Oversee recruitment and selection of local research partners in accordance in with team approved vetting procedures.
• Articulate expectations for the Local Research Partners in terms of data collection, analysis and reporting content, quality and frequency and see that these standards are met.
• Identify and facilitate joint learning events (project introduction, trips, synthesis workshop, in person and virtual exchanges).
• Oversee preparation of all reports including achievement of milestones (as determined in subgrant agreement) and participate in management meetings as needed.
• Working with the finance/administrative officer, manage the budget and financial reporting for the subgrant, ensuring that JSI complies with all required regulations and spending

QUALIFICATIONS

Qualifications:
• Significant, senior level research, monitoring and evaluation experience including at least 6-8 years in the M&E of maternal, newborn, child and/or reproductive health in developing country settings
• Master’s degree or PhD in public health, demography, or related field.
• Practical understanding and experience in program level M&E in developing country settings
• Sound knowledge or direct experience of technical issues in the delivery of MNCH programs
• Ability to manage and coordinate teams across various work locations
• Experience managing local level researchers and research partners
• Exceptional written and spoken communication skills
• Proven ability to produce a range of research products including briefing papers, reports, and journal articles.
• Ability to work in multi-cultural settings.

Salary commensurate with experience.
