The role
Provide leadership, technical guidance in the development and implementation of the emergency Child Protection programme in Rakhine State with support from the Humanitarian Programme Manager, Regional Programme Manager and relevant colleagues. Provide strategic technical support to the emergency programme in Rakhine State including government and non-governmental partners. Work with the Child Protection Thematic Advisor and the Emergency Advisor for Child Protection to promote good practice and develop consistent approaches and address any problems arising in the field. Ensure guidelines are in place and that training is given.
This position is designed as both a leadership and capacity building reporting to the Humanitarian Programme Manager and working in parallel with the national Child Protection Programme Manager, ensuring that capacity is built for their eventual management takeover of the child protection response on leaving the post. Monitor behaviours and attitudes ensuring that humanitarian principles are adhered to through mentoring and exemplary behaviour.
Qualifications and experience
Essential
• Significant international experience and understanding of child protection issues in complex emergencies, including specific experience in setting up and running CFS and of psychosocial support programmes.
• Ability to represent Save the Children and maintain good relations at a local level with donors, NGO’s and authorities
• Substantial NGO working experience in international development in complex emergency situations and from a child rights perspective
• Skills and experience in project/programme monitoring, review and evaluation.
• Ability to design and implement capacity building plans and initiatives for staff and partners
• Experience and understanding of advocacy work
• Strong communication, interpersonal, representation and negotiation skills
• A good team player and strong capacity building skills
• Experience in defining and delivering training programmes
• Strong report writing and budgeting skills
• Commitment to and understanding of Save the Children's aims, values and principles.
• Experience of living and working under difficult and challenging environments.
• 3 to 5 years management experience in an INGO environment, including experience directing and implementing programs for children in emergency contexts
• A solid understanding of child protection issues and sufficient field experience in similar settings to design and implement innovative, appropriate solutions with a focus on program delivery and capacity building
• Ability to work effectively with people of diverse backgrounds
• Demonstrable commitment to humanitarian principles and accountability frameworks, especially in working with very vulnerable populations.
• Experience and knowledge of effective financial and budgetary control managing multiple grants and donors with ability to build staff capacity on budget management
• Ability to prepare draft reports against expected results and indicators
• Ability to analyze information, evaluate options and to think and plan strategically
Experience of working in an emergency setting
• Flexibility and a sense of humour – ability to work, live and thrive under challenging circumstances
• A team player who is able and willing to learn from others as well as live and work in a communal setting
• Excellent interpersonal communication and presentation skills
• Fluency in written and spoken English
• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
