Project Cycle Management and Quality Adviser NRC Europe

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors. 

The Norwegian Refugee Council has approximately 3000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters - NORCAP, with 850 professionals, ready to be deployed on 72 hours notice when a crisis occurs. 

Located in Brussels, NRC Europe is the resource centre for NRC in its relationship with the EU institutions. As such, NRC Europe’s aim is first and foremost to support NRC Head Office and 20 Country Programmes. 

With the view of further contributing to NRC’s efforts to deliver high quality programs, NRC Europe is aiming at strengthening the organisation’s capacities in terms of Project Cycle Management (PCM): 

1 – Country Strategy Programming 
2 – Identification 
3 – Formulation 
4 – Implementation 
5 – Evaluation 

The PCM and Program Quality Adviser will engage with all departments of the organisation. S/He will have a close cooperation with the Monitoring & Evaluation staff, and the following sections: Donor Support, Technical Support and Geographical sections. 

The PCM and Quality Adviser’s responsibilities will include the following: mapping of needs, development of NRC-tailored PCM package, ensure applicability, dissemination and appropriate use of NRC-tailored PCM package, foster learning and knowledge sharing, and evaluate change.

Qualifications

  • Proven expertise in Project Cycle Management;
  • Sound practical and theoretical knowledge of humanitarian work;
  • Experience in developing and delivering high-quality training programs;
  • Fluency in English, both written and verbal;
