Chemonics
seeks a team leader for the anticipated six-year DFID-funded
Land Investment for Transformation Program to address political and
economic constraints in the market system for land in Ethiopia. The
program will support the Ethiopian government to implement land
certification in order to drive productive land use. Assistance will
entail an initial design and inception phase, followed by an
implementation phase. Through use of the Making Markets Work for the
Poor (M4P) methodology, the program is expected to increase the security
and transferability of land tenure and use rights, leading to higher
agricultural productivity and increased incomes for farmers. The team
leader will be based in Addis Ababa, with travel throughout the region.

- Provide leadership, overall program direction, and sound technical expertise to ensure success in assisting the Ethiopian government to confront challenges surrounding improved land certification and administration
- Serve as the project's principal liaison with DFID staff, local institutions, and client partners to exchange information and develop professional relationships
- Play a lead role in interacting with Ethiopian government counterparts, donors, and other key stakeholders
- Ensure that the overall program direction is well managed and communicated to team members, the client, and external constituents
Qualifications:
- Advanced degree in land management, law, economics, public policy, or a related field required
- Minimum 10 years of experience managing DFID or other donor-funded projects
- Experience as a chief of party or team leader preferred
- Experience implementing large-scale projects related to land titling administration, economic growth issues related to land, and the private sector in Africa
- Experience with market systems, including Making Markets Work for the Poor methodologies
- Experience using GIS and other technologies to map and register land parcels
- Ability to liaise with all levels of the local government, stakeholders, and counterparts and effectively build and manage relationships
- Experience in Ethiopia and knowledge of political, economic, and cultural context preferred
- Demonstrated leadership, versatility, and integrity
- English fluency required; Amharic language capabilities preferred
