Specific Minimum Qualifications and Expertise
  • Proven team leadership experience, in a policy analysis and policy delivery environment.
  • Strong experience in managing and developing teams. Management of other managers would be particularly desirable.
  • Proven track record in managing and delivering major projects against challenging deadlines, including experience in managing multiple projects or workstreams.
  • Proven expertise in policy development, either in public/or private sector.
  • Excellent communication skills, with the ability to represent Ofgem and influence at the highest levels within the industry.
  • Proven ability to take decisions with significant financial implications.
  • Degree level education (preferably in economics or relevant associated discipline).
Good expertise in the energy industry is desirable.  It is also desirable for candidates to demonstrate working knowledge (and preferably experience) of gas and electricity market arrangements.
Purpose
The aim of the Wholesale Markets Directorate is to help ensure we have wholesale market arrangements that operate in the best interests of customers, by monitoring market developments closely, identifying any problems, and proposing and implementing improvements where appropriate.  You will lead, manage and develop the teams responsible for:
  • Monitoring developments in wholesale market liquidity, and developing and implementing measures to improve liquidity in wholesale electricity markets.
  • Monitoring and further developing the System Operator (SO) incentive regime for both electricity and gas.
  • Monitoring for possible wholesale market abuse and investigating as appropriate, including under our competition law powers.
  • Identifying and promoting information sharing and best practice between the electricity and gas policy teams in the Wholesale Markets Directorate.
Key Outputs and Deliverables
  • Lead, manage, motivate and develop the cross fuel and monitoring team in Wholesale Markets.
  • Lead teams in formulating and communicating policy issues.
  • To lead and manage key projects related to the operation of wholesale markets, including SO incentives work.
  • Contribute to the Directorate’s strategic direction in policy development and implementation.
  • Work closely with Wholesale Markets senior management to foster a culture of high performance and continuous personal and professional development.
  • Manage resources and budgets effectively, including consultant spend and delivery.
Key Stakeholder Relationships
  • External stakeholders, including DECC, ACER, National Grid, electricity generators and gas shippers.
  • Consumer representatives.
  • Wholesale Markets Partner and Associate Partners.
  • Other Band Es in Wholesale Markets (Gas Policy & Europe, and Electricity Policy).
  • Markets senior managers, including Senior Partner and Legal Partner Ofgem Executive and GEMA.
Key Accountabilities
  • Reporting to Associate Partner, Wholesale Markets (Electricity Policy & Cross Fuel).
  • Lead, manage and develop teams and external advisors, as appropriate.
