Senior Associate Communities In Transition

 Position Summary 
 
 
The Senior Associate will direct the implementation of an existing Project and contribute to the management and development of the firm’s post-conflict project portfolio. Additionally, the incumbent will carry out representational functions, lead the planning and preparation of selected proposals, manage and/or oversee other selected projects, and manage client relations in Washington, D.C. and the field.
 
 
 Reporting and Supervision 
 
 
The Senior Associate will be supervised by the Vice President & Senior Director of the CIT Division. The Senior Associate will supervise Management Associates, Program Associates and/or Program Specialists, as assigned by the Practice Area Director.
 
 
 Primary Responsibilities 
 
 
Project Administration:
  • Serve as HQ based Project Director for an existing program. Provide technical leadership and management oversight to the project, including direct supervision of field staff and HQ project team. Serve as point person for the client, ensuring completion of all required tasks under the contract. The Senior Associate will ensure that the program is responsive to client demands and provide support to the field office. This includes handling field requests, managing subcontractors, and recruiting contractors, partners and consultants as required.
  • Cultivate a responsive relationship with the client’s Washington office and communicate with the COTR and client’s Senior Leadership as needed.
  • As the point person for the program, the incumbent will coordinate and liaise all Corporate-level support for the program.
  • Serve as interim COP/DCOP/Operations Manager/Grants Manager as needed.
  • Facilitate exchange and cross-fertilization among technical staff.
  • Monitor project expenses to ensure compliance with approved budgets and liaise with Finance and Contracts staff on project contractual and financial needs, including management of security and other subcontracts.
  • Ensure completion and submission of all project deliverables, as required by individual project contracts.
  • Supervise and/or lead project staffing and close-out activities. Liaise with Field Operations, Procurement, Human Resources, Finance, and Contracts Units to ensure Creative procedures and practices are instituted and utilized throughout the life of the program.
  • Participate in client, external and internal meetings, workshops and events. New Business Development:
  • Lead the development of solicited and unsolicited technical proposals and liaise with appropriate units or divisions as required:
  • Conduct field assessments/reconnaissance trips as needed.
  • Coordinate with Program and Development Unit to track potential solicitation opportunities from USAID, CMM, DOS and other donor agencies in CIT core areas; build on contacts to identify new business opportunities.
  • Support collaborative initiatives between CIT and other program divisions.
  • Support activities in established business lines and contribute to the identification and definition of new business lines. Technical Expertise:
  • Provide technical assistance as required by CIT projects.
  • Lend technical expertise to existing projects throughout the company, proposal development, and new company initiatives.
  • Monitor impact of existing activities and provide technical guidance as required. Representational Duties:
  • Support CIT Division’s knowledge management functions by contributing to efforts to consolidate approaches and methodologies.
  • Provide technical input to corporate-wide initiatives and the cross-functional teams.
  • Prepare marketing materials, capability statements and web content, as required.
  • Represent the CIT Division and the firm before clients and collaborators. Supervisory Duties:
  • Supervise Management Associates, Program Associates and/or Program Specialists, as assigned by the Practice Area Director.
  • Support Management Associates, Program Associates and/or Program Specialists in achieving their core competencies.
  • Additional duties as assigned by supervisor.
 
 
 Required Skills and Qualifications 
 
 
  • B.A. or B.S. degree in Public Policy, Public Administration, Business, International Relations, Political Science or a related discipline and a minimum of ten years of professional experience working in the international development arena; OR Master’s degree in Public Policy, Public Administration, International Relations, Political Science or other related discipline and five years of professional experience working in the international development arena.
  • Solid understanding of democratic development in transitional and post-conflict environments.
  • Ten years of programmatic experience with USAID or as a contractor/grantee in the democracy arena or four years of project management experience; understanding of USAID operational and contractual requirements.
  • Demonstrated ability to work and communicate with client representatives and senior government officials in conflict and post-conflict countries.
  • Experience managing and coaching a project team composed of technical experts and administrative staff in the home office and the field.
  • Proven ability to lead and manage team efforts, supervise staff, and manage time and work load.
  • Strong project and grants management and budget or financial management experience.
  • Excellent speaking, writing and analytical skills.
  • Strong regional expertise.
  • Strong negotiation skills.
  • Proven experience in proposal writing and project design.
 
 
 Desired Skills and Qualifications 
 
 
  • Three years of experience living and working in the field as a COP/DCOP/Operations Manager/Grants Manager.
  • Experience with USAID.
  • Strong interpersonal skills, particularly in multi-cultural environments.
  • Evaluation and/or facilitation skills.
  • Verbal and written fluency in a second language.
