CONTEXT

BBC Media Action is the independent international charity of the BBC. Our mission is to improve the quality of people’s lives in developing and transitional countries through innovative use of media. We do this through our focus on health, governance, livelihoods, climate change and humanitarian response. We work in partnerships that include governments, broadcasters, civil society institutions, donor agencies and international Non-Governmental Organizations (NGOs).

BBC Media Action has been awarded a Global Grant from the UK Department for International Development (Dfid) to deliver media for development projects in 14 different countries over 5 years. A key focus of the project is to improve maternal and neo natal health through innovative use of media.

It is well established that strategic behaviour change communication and community interventions improve access to health information and encourage people to adopt preventive behaviours. Effective communication between the service providers and the audience, as well as quality health communication programming through various media channels is essential to the success of this strategy. Preliminary research indicates that the need to enhance this communication capacity for health dialogues exists. 

ROLE

BBC Media Action’s Bangladesh country office, seeks a Manager for its health communication capacity building interventions. The role offers an exciting opportunity for a person experienced in working with the media and the health sector. Leading a small team, the Manager shall be responsible for all aspects of communication skill building. H/she shall work closely with government, media and other counterparts to ensure that Training Need assessments, curriculum development, training agendas, facilitation, monitoring and evaluation of trainings are implemented smoothly and within the agreed time frame. 

A post graduate degree in Mass Communication/ Development Communication with at least 7 + years of experience in management and media capacity building activities is a must.     
The person shall be located at the BBC Media Action in Dhaka but will be required to travel to various districts for supportive supervision.

MAIN DUTIES AND RESPONSIBILITIES

Support, plan, co-ordinate and manage all health communication capacity development activities of the project.
Review strategies and policies, assessing the effects on communication capacity building interventions.
Collaborate with regional and local authorities, relevant line ministers and other stakeholders to incorporate best practices and standards in communication capacity building implementation.
Prepare, organize, conduct, outsource and supervise identified training activities at all levels.
Liaise with Government and other counter parts for communication training need (TNA) assessments.
Review health communication component in existing materials and training agendas used by health service providers; different training institutions, national and international NGOs.
Seek potential areas to innovatively introduce and strengthen communication training content. (Eg.  Mobiles, community radio, folk outreach…).
Develop appropriate TNA approaches for such interventions and implement these efficiently.  
Share TNA findings with respective departments and collaboratively develop capacity building plans based on recommendations received.  
Contribute to the development of monthly, quarterly, annual progress reports for Health team.
Develop and maintain a network with different media stations (including Bangladesh Television, Bangladesh Betar, and Community Radio stations) and other stakeholders.
Supervise and support curriculum/training expert and master trainers in the development and implementation of training curriculum and agendas.
Develop a monitoring plan to ensure consistency and quality of the training.
Work closely with research department to ensure evaluation of training outcomes.
Any other tasks given by the line manager.
SKILLS, KNOWLEDGE AND EXPERIENCE REQUIREMENTS

Experience of working and developing content across different media ( TV, radio, mobile, press, job aids for inter personal communication, training and facilitator guides)
Knowledge of participatory approaches to need assessments and innovative training content development.
Training experience with senior govt. participants and media professionals.    
Developing and managing training budgets.
Strong communication and organizational skills; attention to detail
Excellent (English and Bangla) speaking and writing skills.
Proficient with MS office tools.
Ability to work within deadlines and with clear priorities
