  • Nature and scope of assignment:
    This assignment involves supporting a government-led capacity development program within the Ministry of Commerce and Industries. Under the supervision of the Head of Petroleum Regulation Department, the successful candidate will provide expertand professional advice and inputs to the Petroleum Regulation Department to improve the management, regulation and operations of the Petroleum Industry in Afghanistan through development of appropriate policies, regulations, procedures, and effective processes and methodologies for monitoring the supply of petroleum products and prices.

    The successful applicant will be expected to work with and through his/her Afghan national counterparts, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.
  • Duties and responsibilities:
    Under the supervision of the MoCIHead of Petroleum Regulation Department, with assistance from the CTAP Capacity Development Team, the Downstream Petroleum Regulation Advisor will carry out the following specific duties:
    • Provide expert advice and mentoring support to PRD staff to help achieve the department’s strategic aims and objectives;
    • Determine long-term objectives for the PRD based on its mandate and assist in development of annual operating plan for the department;
    • Support the development and implementation of appropriate policies and regulations to ensure efficiency and safety of the fuel industry in Afghanistan;
    • Developprocesses and methodologies for monitoring the imports of petroleum products, prices and demand for petroleum;
    • Support the development and implementation ofa new licensing regime for importers and traders working in the downstream petroleum sector;
    • Develop a communication strategy and standard formats for communication of information related to the petroleum sector with relevant stakeholders;
    • Support the establishment of a mechanism for coordination with other public bodies and private organizations that have a relation with the Department's work to ensure harmonized collaboration of activities and initiatives concerning the sector;
    • Support the establishment of a robust National Petroleum Information System (NPIS);
    • Develop and implement a capacity development plan to improve the capacity of PRD staff and ensure the transfer of knowledge and skills to working teams in an effective manner;
    Perform other relevant activities as assigned by the Head of Petroleum Regulation Department and leadership of the ministry
  • Deliverables:
    The deliverables of the Downstream Petroleum Regulation Advisor are:
    • Downstream petroleum law and associated regulations finalized and implemented.
    • A realistic annual action plan for PRD developed and implemented.
    • A new licensing regime for importers and traders working in the downstream petroleum sector developed and implemented;
    • Processes and methodologies for collection of accurate information on fuel prices at all stages in the supply chain, imports of petroleum products and demand for petroleum developed and implemented;
    • A robust National Petroleum Information Systemestablished.
    • A communication strategy and standard formats and system developed for communication on fuel price in Afghan market.
    • A mechanism for coordination with other stakeholders developed and implemented.
    • Capacity building programs and training materials for departmental staff developed and implemented
 
Skills, experience and qualifications required

  • Qualifications:
    The successful candidate should have the following skills, experience and qualifications:
    • Masters degree in Petroleum Engineering, Energy Industry, Economics, Business Administration or a relevant field is required.
    • Minimum 8 years’ of relevant working experience within public or private sector, preferably in the petroleum or energy sectors and familiarity with international best practices in this field.
    • Experience in policy formulation and implementation.
    • Experience in capacity development, providing on the job training, coaching and mentoring to local counterpart staff.
    • Strong analytical skills and ability to suggest a range of possible solutions to problems.
    • Good verbal and written communication skills.
    • Good interpersonal skills and ability to establish and maintain effective working relations.
    • Able to produce reports and other documents up to a professional standard.
    • Previous experience in under-developed, insecure or post-conflict environments is a plus.
    • Good team worker, capable of working effectively in a very challenging environment.
    • Knowledge of Dari and/or Pashto is a plus.
    Afghan expatriates and nationals of regionalcountries are especially preferred for this position.
