TEAM PURPOSE: The Cash Learning Partnership (CaLP) is an interagency partnership that promotes the appropriate use of cash transfers in emergencies through capacity building, evidence based research and advocating for and engaging in developing policy around cash based programming. Founded in 2006, the CaLP has grown significantly in the past 5 years and is likely to have staff strength of 11 full time staff, deployed to different parts of the world. Since 2012, CaLP has embarked on a new phase that involves developing strategic partnerships at global and regional level for advocacy.
The CaLP has a steering committee of 5 member agencies. Save the Children, Action against Hunger, Norwegian Refugee Council, The British Red Cross and Oxfam GB comprise the Steering Committee of CaLP. The CaLP Coordinator is accountable to the Steering Committee but is line managed by Oxfam GB.
The Coordinator post is part of the CaLP team and is hosted by The Emergency Food Security and Livelihoods (EFSL) team in Oxfam GB. The EFSL team works in multiple ways to save lives and livelihoods. These range from directly responding to humanitarian disasters to developing programme strategies and guidelines; from analysing the impact of food crises on poor populations to helping develop and disseminate key advocacy messages.
JOB PURPOSE:
To establish CaLP as a leading body on capacity building, action research, information sharing and learning and advocacy on cash transfer and voucher programming as an effective response option in humanitarian crises.

Staff directly reporting to this post: - Direct line management of a total of 4. Technical Coordinator, Advocacy Officer, Accountant, Administrator. - Legal representation with regard to management for those staff hosted by Oxfam GB yet task managed by agencies (up to an additional 4 staff on top of direct line management) - Overall responsible for a 15 member team.

Key Responsibilities 1. Coordination - Lead in delivering the CaLP strategy - In coordination with the CaLP Steering Committee, lead on the development of a strategy for the future of CaLP in 2014+ . - Coordinate with donors and international organizations on enhancing the profile of cash and voucher programming in humanitarian response. - Ensure smooth internal communication within CaLP with a view to enhance sharing of information and learning. - Coordinate with IFRC and other partners of ECHO (such as WFP) on co-funded project/similar projects. - Ensure the CaLP team coordinate closely with other key players in Cash Transfer initiatives (e.g. the Better than Cash Initiative, Cash for Change initiative) - Lead in initiating dialogue and process on standardizing competencies on cash and voucher programming in the humanitarian sector. - Ensure Steering Committee agencies are working to instituationalise Cash Transfer Programming within their organizations, and in line with any donor requirements - Ensure Ways of Working between the CaLP Steering Committee agencies are clear and upheld in line with any Letters of Agreement or MoU that are held between the agencies.
- People management
- Manage a geographically dispersed team of professionals
- Directly line-manage Technical coordinator, Advocacy Coordinator, Administration Officer and the Finance Officer and maintain management oversight of other CaLP staff.
- Recruit and induct CaLP staff as and when required.
- Conduct regular performance management and performance development plans of line managed staff
- Maintain legal representation with regard to management for those staff hosted by Oxfam yet task managed by agencies (up to an additional 4 staff on top of direct line management)
- Follow -up on any future secondments to UN agencies (WFP / OCHA) and ensure appropriate management mechanisms are in place.
- Lead team building processes and ensure smooth communications between a geographically dispersed team
- Fund raising
- Lead on developing a clear plan of action and budget for CaLP (in line with CaLP's vision).
- Develop a clear funding strategy to resource CaLP and approach appropriate donors accordingly.
- Lead in development of high quality concept notes and proposals for submission to appropriate donors.
- Adhere to internal CaLP ways of working and liaise with Steering Committee agencies on sourcing and securing donor funds
- Be aware of funding guidelines of all CaLP steering committee members in relation to accepting funds from private and multilateral agencies
- Grant management
- Develop a clear plan for managing funds received from multiple donors and share it with the CaLP steering committee and the CaLP team.
- Regular monitoring of grants and taking corrective action (including seeking approval from donors).
- Regular reporting to donors on progress of the projects and sharing of information with wider community of practice for greater accountability.
- Maintain an overview of CaLP finances and ensure that budgets are realistic and spending against outputs/results is on track.
- Work with any partners (e.g IFRC) or donors to ensure monitoring missions and evaluations are planned for and executed in a professional manner
- Ensure that MOUs for risk management are signed between the CaLP steering Committee agencies before commitment of any projects are made to donors by any one agency on behalf of CaLP.
- Support efforts to establish alliances and partnerships in cash based initiatives globally including managing a 'live' database of key stakeholders and cash based activities.
- Representation
- Offer leadership and strategic direction to the Advocacy Officer ) in developing a clear advocacy strategy for CaLP and ensure that all representation activities align to advocacy objectives.
- Represent CaLP in high level and complex discussions/debates at external policy forums and events to position CaLP as a leader in cash/voucher advocacy
- Engage proactively with governments, NGOs and private sector actors on increasing efficiency and effectiveness of cash and voucher based programming in various sectors of humanitarian response.
- Engage proactively with UN and other international organizations to institutionalize cash and voucher programming.
- Be responsible for organizing global learning events and foster learning within the community of practice.
- Develop and strengthen stakeholder (includes non SC members) engagement in CaLP activities to enhance wider ownership and accountability of CaLP.
- Create and seize opportunities to enhance the profile of CaLP and position it in a leadership role on cash/voucher advocacy at regional and global level
- Develop strategic partnerships with research/training institutes and other humanitarian actors to further CaLP agenda.
- Develop representation at the IASC to forward clear leadership roles for coordination of cash based responses in emergencies within the UN led humanitarian cluster/coordination system.
- Proactive lead in engaging with at least 2 UN clusters on influencing their work on Cash & voucher programming and coordination.
- Research / Innovation
- Offer leadership and strategic direction to the Technical Coordinator and Advocacy Officer n investigating new/emerging issues in Cash transfer programming and innovative ways of increasing the effectiveness of cash programming
- Creative leadership in ensuring that cash and vouchers are mainstreamed in humanitarian response by other (non food security) sectors.
- Suggest areas for development in cash transfer programming and investigate interest in funding new research.

- Participate in EFSL team meetings and events to ensure linkages with other initiatives such as EMMA and update EFSL team on the work of CaLP.
- Be proactive in engaging with the ECB project and other teams in the humanitarian department to explore opportunities for CaLP and enhance connectedness.
- Be proactive in creating awareness about CaLP in the Humanitarian Department.
Skills and Competence Essential: 1. A significant amount of work experience in humanitarian/development work, with proven experience of working on cash and voucher transfer programming at senior policy making or programme management level.
- High degree of awareness on technical issues around emergency cash and voucher programming and coordination in the humanitarian sector.
- Excellent coordination skills such as ability to liaise with multi sector actors on strategic issues, work effectively with a range of actors (representing government, private sector, NGOs and donors).
- Proven ability to strategise, plan effectively and implement/deliver large scale & complex projects.
- Ability to plan and manage multi donor budgets
- Diplomacy, good interpersonal skills and ability to remain calm under pressure while not losing sight of strategic priorities.
- Ability to independently take strategic decisions on technical matters issues and take the lead in implementing these decisions in a geographically dispersed team set up.
- Proven experience of writing high quality proposals for funding and research
- Excellent spoken and written communication skills in English is essential.
- To be familiar with and abide by the NGO/Red Cross Code of conduct, People in Aid, Oxfam international procedures and any other regulatory codes.
- A sound understanding of the importance of gender in humanitarian work.
- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
