PU-AMI FIELD MANAGER - MAELA


Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.
Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.
PU-AMI in Thailand
PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries. The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible. PU-AMI Thailand offers:
-clinical services and disease surveillance/control in the 3 camps
-health promotion and disease prevention in Maela camp
-vertical programs such as HIV/AIDS, TB, and Mental Health
-capacity building

PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:
Position: Field Manager – Maela Temporary Shelter
Under the authority of: Program Coordinator
Supervises: Medical Officer, Nurse Officer, Field logistician, Hospital Director, Mae La team
Working Location: Maesot and Maela camp
Working hours: office hours

Starting Date: As soon as possible

  1. Main Objective

PU-AMI is looking to recruit a Mae La Field Manager to be in charge of overall management & supervision & implementation of PU-AMI activities in Maela camp

  1. Specific Responsibilities
  2. Implementation of the activities
• Supervise the implementation (planning, monitoring, reporting, and coordination) and follow-up of all the program activities and indicators at camp level.
• Ensure a proper reporting, communication and information flow between coordination, base, and camp levels.
• Identify, assess and analyze needs with the Officers (Medical, Nurse, Vertical program officers), the Hospital Director (HD), and the teams, make suggestions and recommendations to the Program Coordinator to improve the quality of the activities. The Program Coordinator validates the decisions.
• Supervision and close team work with the Officers, the HD and his/her teams in relation to the proper implementation of medical activities in the camp.
• Close follow-up of the logistics and rehabilitation activities.
• Monitor that the administrative, logistics and medical procedures are observed by his/her team.
• Work in collaboration with Medical Officer to monitor referral systems between the camp and the hospital.
• Analyze and identify logistics and administrative needs for the project and ensure support services for program implementation are operating effectively.
• Budget management and follow up (budget, cash request…) of the project.
• Review and approve order forms and send monthly cash request to Admin Department.
• Implementation and follow-up of the partnership agreement with other NGOs and agencies.
• In case of outbreak, manage and coordinate the response at camp level with the support of and under supervision of the Coordination team
  1. Management of human resources (Maesot and camp team)
    • Support, coach, and supervise the Maela base team and the HD
    • Organize regular project meetings, minutes reporting, team communication and team building.
    • Manage and evaluate the Medical Officer, Nurse Officer, Field logistician and Hospital Director.
    • Analyze and identify human resources needs for the project.
    • Participate in the selection, training and supervision of local personnel related to the programs.
    • Ensure the creation/update of the job description in order to proceed to the recruitment,
    • Ensure disciplinary actions when required
    • Ensure training, follow-up and evaluation of his/her team (objectives-based)
    • Work in close collaboration with all medical, logistics and administrative team members
  2. Coordination and partnership
• Ensure excellent internal and external coordination and communication
• Support pro-actively community development activities for all PU-PU-AMI program components, notably preventive (Outreach and SRRT), TB (ACD, HBC), Mental Health, and HIV/Aids
• Participate in meetings in Maela Temporary Shelter
• Under the supervision of the Program coordinator, represents PU-AMI with the implementing partners (NGOs and other partners) at camp and base level, including local authorities (camp committee, camp commander, DHO, referral hospital)
• Establish and maintain excellent relations with local partners, authorities and local community representatives.
• Facilitate the resolution of possible misunderstanding or disagreements affecting PU-AMI program.
• Participation in coordination meetings in Maesot and supporting the Program Coordinator if necessary.
  1. Security and context follow up of Maela camp
    • Analyze, follow up, and report on the evolution of the local context and security
    • Participate in the development of updated security manuals and contingency planning
    • Report immediately to the Logistic Coordinator and Program Coordinator in case of security incident.
    • Implementation of emergency measures, in collaboration with the Program Coordinator and Logistics Coordinator.
  2. Planning, Monitoring, Evaluation and Reporting
    • Produce monthly internal planning, reports, weekly situation reports to the Program Coordinator • Ensure effective and timely data collection at camp level.
    • Follow-up of the program indicators (Monitoring and Evaluation).
    • Follow up of operational implementation through close management of base team and HD reports • Follow-up of the medical team reports, epidemiology reports in coordination with the Medical Officer.
    • Report to the Program Coordinator on meetings, the project activities and any other relevant information.
    • Participate to the capitalization and management of the knowledge on the mission.
  3. Others
• Report to Program Coordinator in case of displaced population influx or emergency situation.
• Coordinate and implement an emergency response with local partner agencies and/or CBOs under the supervision of Program Coordinator.

  2. Education
    • Relevant degree in management, public health, international relations, development, or other related field
  3. Work Experience
    • At least 3 years working experience as a field or project management position especially with humanitarian NGOs in Health Sector.
    • Experience in financial, administrative, and logistics management
    • Field Experience on the Thai Burmese Border is a strong asset.
    • Experience in Public health sector is an asset
  4. Demonstrated Abilities/Competencies
    • Excellent computer skills
  5. Languages
    • Fluent in English compulsory.
    • Thai, Karen or Burmese is an asset
