Save the Children UK Medical Logistics Adviser


JOB TITLE: Medical Logistics Adviser TEAM/PROGRAMME: Humanitarian Department GRADE: 3 POST TYPE: International LOCATION: Internationally Mobile: approximately 60% various field based positions, 40% Head Office (Farringdon, London) or Home based REPORTS TO: Humanitarian Logistics Advisor (HQ) & Logistics Manager in country (varies according to deployment and position held)
CHILD SAFEGUARDING Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.
INTRODUCTION In line with Save the Children’s Ambition 2015 Humanitarian Strategy, we are significantly scaling up our frontline health & nutrition capacity so that many more children’s lives can be saved in emergencies. We are also scaling up our emergency health capacity building activities under the Humanitarian Academy to produce the next generation of Frontline Health Workers. In all the major emergencies of the last few years, including the Horn of Africa drought, the Haiti earthquake, the Pakistan floods and the Zimbabwe cholera there have been significant gaps in frontline health capacity. Between 2009 and 2011 SC reached approximately 750 000 children and their families per year with its emergency health & nutrition programmes. However, by 2014, we aim to have put in place the necessary capacity (people, equipment and training) to reach 1.5 million people per annum with emergency health & nutrition support. We are seeking experienced and committed humanitarian health professionals to help deliver this ambitious strategy.
ROLE This role is to providing technical support to SC programmes in the design and management of their medical supply chains. The role will support medical supply chain in all Save the Children countries, including chronic emergencies such as fragile states, however in the case of sudden on-set large scale emergencies, the post holder maybe required to set up the medical supply chain as part of the response.
MAIN RESPONSIBILITIES - Technical Capacity building (60%)
o Assist in the development and implementation of medical supply chain strategies for each programme in line with programme needs, donor requirements and SC policies and procedures. Including: * Carry out assessments of programme medical supply chains and determine their efficiency and effectiveness. * Develop local policies and procedures in line with global SCI policies in the management of medical supplies covering procurement, stock management and distribution. * Provide support to programmes in supply forecasting, and budgeting of supply and logistics requirements to support their medical supply chain. * Assist in development of approved suppliers and framework agreements in line with SC and donor procurement policies for medical supplies. * Set up Key performance indicators (KPI) for the programme to monitor the medical supply chain performance and capacity. * Provide coaching and training to medical, health and logistics staff through workshops, “on-the-jobtraining” and providing a remote technical support line. * Monitor monthly reports from programmes ensuring that systems and procedures are being followed. Provide feedback on reports to the management teams on progress o Provide a trip report of all assessments and programme visits covering finds and recommendations and including an improvement plan which is agreed in programme and at regional level with relevant departments. o Directly support the development of a standard SCI set of drug management tools in line with standard SCI logistics procedures
Support to new emergencies (20%)  Deploy as needed to support the set up and implementation of emergency health programmes including: o Carryout needs assessments o Set up of emergency health posts or mobile team o Set up medical supply chain including medical stores
Emergency preparedness (10%)  Input in to emergency response planning and preparedness: o Assist in designing and developing kits and supply lists for use in emergency response o Advise on composition and volume of pre-positioned stocks
Other (10%)  Provide Save the Children Regional offices, and SC UK and SCI with analysis and reports on medical supply chain management within programmes
General  Ensure that Save the Children International minimum standards of logistics procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required  Ensure that procedures within the specific area of responsibility meet Save the Children UK and SCI and donor regulations, whether that be a within a given technical sector in logistics, or a specific field base  The post-holder will comply with all relevant Save the Children UK policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies.

QUALIFICATIONS AND EXPERIENCE Essential  Significant experience in managing medical supply chains in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments  Experience working with key institutional donors on medical supply management including ECHO, Global fund, USAID/OFDA  Experience in managing procurement including tendering, setting up framework agreements and supplier management  Experience in carrying out supply chain assessments and developing management strategies  Experience of working in remote field bases with limited infrastructure  Experiencing in capacity building and supervising logistics teams  Ability to synthesis and analyses information, and make clear, informed decisions  Ability to build relationships quickly with a wide range of people, both internally and externally  Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities  Cultural awareness, with strong written and spoken communication and interpersonal skills in English and French Desirable  Certified in Medical supply chain management by a recognised body  Fluent in French
WORKING CONDITIONS The post holder must be available and ready to be deployed anywhere in the world at short notice. Deployments are will be from 2 to12 weeks in duration. They will normally work unusual hours, undertake a lot of travel and are often working in stressful and insecure environments. Save the Children UK will provide the necessary training, support and care.
The post-holder will receive 30 days Annual Leave per year; medical insurance while on deployment; travel and accommodation provided for; based in home country; paid R&R when relevant as per country policies; Gross salary paid from UK plus hardship allowance; complexity allowance and expensive posting allowance where applicable.
