The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
RESPONSIBILITIES:
Under overall authority and guidance of the Chief of Security, the Security Lieutenant will be responsible for the following duties:
•Manages the security responsibilities under his/her command; issues assignment orders, including redeployments, in accordance with operational requirements. •Instructs and directs subordinate supervisory staff in their duties and responsibilities. •Recommends and advises on matters concerning the organization and management of the activities of his/her assigned responsibilities. •Supervises supervisory personnel and all other staff under command. •Ensures that all posts are properly and effectively supervised. •Assures the availability of all relevant resources to carry out duties and responsibilities. •Supervises preparation of all incident and administrative reports, confirming their accuracy and ensuring their prompt dispatch through the chain of command. •Reviews security arrangements and staffing resources on a continuous basis and makes recommendations to the Security Inspector for improvements in the procedures or more effective deployment of staff. •Assumes command of emergency or heightened security situations until properly relieved. Performs all other related duties as required. •Ensures that first-line supervisors make frequent patrols to all static and mobile posts to observe work performance and to further brief officers on duty. •Carries out patrols to monitor performance of officers under command and to inspect uniforms, equipment and general appearance of subordinates. •Receives reports of complaints, accidents and unusual incidents occurring in the area of command and personally conducts investigations of all serious accidents, crimes and property losses in the area of operations; reports all pertinent data for complete investigation by the Investigation Unit. •Performs any other tasks as assigned.

QUALIFICATIONS:
•Education: High School Diploma or equivalent. Documented equivalent combination of relevant experience and formal education may be considered appropriately. •Experience: Applicants must possess a minimum of 7 years of experience in the police, military, United Nations Security or a government security agency with at least 4 years in a supervisory role. Professional field experience at the international level is desirable. Must have previous experience in the safe handling of personal firearms. Professional experience in the safe custody of detained persons, investigative skills or training skills would be an advantage. Knowledge of the Middle East is an asset. Candidates must be mentally and physically fit. •Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English is required. Knowledge of any other official languages is an asset. •Other: All duties are performed in uniform. At times, however, the officer may be required to perform duties in civilian clothes. Duties may require long periods of standing, working evenings, overnights and on weekends. The officer is required to obtain and maintain appropriate host country licenses, including, but not limited to, pistol and vehicle operator licenses. Officers are also required to meet STL firearms qualification standards. Applicants must be able to obtain security and medical clearance as a condition of employment.
