John Snow, Inc. (JSI) is currently recruiting for a Contracts Administrator for the USAID | DELIVER PROJECT. The project is a Indefinite Quantity Contract (IQC) funded by the United States Agency for International Development (USAID), managed by JSI and implemented with the support of a range of subcontractors. The IQC objective is to improve the availability of health commodities to clients in USAID-supported countries and programs. The work of the IQC is specified and carried out through individual task orders.
The Contract Administrator manages the contractual aspects of project activities to ensure compliance with the terms of the USAID | DELIVER contract. The position is based in the JSI/DC office and works with procurement, country program, task order, and finance staff.
RESPONSIBILITIES
- Develops and negotiates team subcontract agreements
- Oversees project operational subcontracting and consultant administration
- Monitors project administrative and contractual activity for compliance with contract
- Researches and provides guidance and opinions on contract/U.S. Government/USAID regulations, as they relate to project activity
- Maintains a repository of required USAID approval contract documentation
- Provides guidance to Procurement team on USAID | DELIVER PROJECT.
- Processes to USAID/OAA all commodity procurement subcontract approval requests
- Serves as a general resource to project staff on contractual issues
- Provides guidance or input to other JSI contractual and procurement issues, as requested.
- Serves as signatory for JSI contracts
- Supports program management staff on program procurement matters as may be required
- Performs other duties as assigned.
QUALIFICATIONS
- Bachelor’s degree or equivalent combination of education and work experience in a relevant area.
- Minimum of 7 years of experience, including management experience in large complex international development projects with extensive field operations.
- Experience managing subcontractors/partners as part of contract service delivery; good negotiation skills required.
- Ability to work on own initiative and establish priorities in changing situations.
- Excellent communication, interpersonal, teamwork, and organizational skills.
- Demonstrated sound judgment in applying technical expertise to resolve a range of issues/problems.
- Strong analytical and organizational skills.
- Ability to plan work assignments.
- Proven ability to juggle competing demands and work under pressure.
- Strong Microsoft Word skills; Excel, or other spreadsheet skills a plus.
