Country Director and Supply Chain Expert-- Sanaa, Yemen


The USAID | DELIVER PROJECT is seeking a Country Director for its activities and new field office in Yemen. The Country Director has overall responsibility for planning and coordination of all project-related activities and personnel in country. He or she represents the USAID | DELIVER PROJECT to US Government agencies, Ministry of Health, and other donors and cooperating agencies. As resident supply chain expert, he or she promotes reproductive health commodity security through collaboration with other stakeholders and implementation of best practices in the forecasting, financing, procurement, storage, distribution, and information management for reproductive health and family planning commodities, as requested by the MOH and the USAID Mission in the country.

This position reports to the Director of Country Programs in Washington, DC.

The USAID | DELIVER PROJECT is a USAID-funded global technical assistance project managed by JSI and aimed at increasing the availability of essential health supplies through procurement services and strengthening supply chains in developing countries.
The project, having received significant field support from the USAID/Yemen mission, is opening a country office, expected to be in operation from February 2013 through September 2014. The office requires two international personnel and an ample complement of local professionals. One international position will be for a supply chain expert and the other for training advisor. Resources are sufficient for a substantial amount of STTA. All work carried out by the project will be within the context of the approved RHCS road map and in close cooperation with the Ministry of Public Health and Population (MOPHP) and Yemen’s development partners. Perspective candidates should bear in mind that living in Yemen poses significant security risks.

RESPONSIBILITIES

Country Director
1. Represent USAID | DELIVER PROJECT in interactions with USAID, MOPHP, the RHCS program, and other partners in country.
2. Manage the operation of project office in country in adherence with policies and procedures established by JSI and USAID | DELIVER PROJECT management, including human resource management, procurement, finance, and administration, meeting USG regulations fully.
3. In collaboration with the USAID | DELIVER PROJECT HQ, ensures that USAID | DELIVER PROJECT contractual requirements are met.
4. Oversee work planning and coordinate the implementation of the technical assistance activities, through extensive delegation to team members.
5. Fulfill all reporting requirements, be they technical, administrative or financial.

Supply Chain Expert
1. Advise on supply chain optimization options for a network of national (1), regional (5), governorate (21), district (374) and 2-3,000 storage and service delivery points.
2. Advise on selection of LMIS and incorporate the results into the system design.
3. Manage the development of an operations manual embodying system design, including product selection, financing, procurement, storage, distribution and reporting and LMIS. Advise on training requirements and SOPs.
4. Work to rationalize the current approach to quantification and procurement of contraceptives on the international market.
5. Assure that all supply chain implementation activities are monitored and evaluated. Supervise other technical staff involved in supply chain-related work.
6. Participate in activities related to the project’s mandate in country and identify technical assistance gaps or needs where the project can add value. Be responsible for any supply chain-related activities as may prove relevant.

7. In some cases, implementation may require making contractual arrangements with local partners such as MOPHP, governorate health offices, NGOs or educational institutions. When this is called for, be responsible for identifying such groups when they are required and setting up well supervised and productive arrangements, and ensuring that USAID regulations are followed.

QUALIFICATIONS

• Advanced degree in public health, supply chain management, logistics or related field preferred.
• Proven success in managing and implementing USAID-funded public health programs or projects in a developing country context, with ten years or more management experience preferred.
• Proven experience in managing, motivating, and supervising teams. Experience leading virtual teams a plus.

• Strong representational and interpersonal skills.
• Excellent written and oral communications skills. Arabic language skills an asset.
• Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint.

Salary commensurate with experience.
