Field Finance Manager Office of Finance & Contracts

 Position Summary 
 
 
The Field Financial Manager will be responsible for traveling to Creative’s project offices and (a) ensuring that contractual requirements are met based on USAID policies and procedures; (b) developing and implementing financial procedures in compliance with Creative and USAID policies and procedures; (c) managing procurement actions and executing subcontracts and consulting agreements ensuring they are consistent with USAID and Creative procedures, (d) managing payroll and staff reimbursements and maintenance of complete personnel records; and (e) supporting the development of documentation and written materials relating to the project; and (f) train new and transitioning finance personnel on the Dynamics SL Accounting software.
 
 
 Reporting & Supervision 
 
 
The Field Financial Manager reports to the Controller.
 
 
 Primary Responsibilities 
 
 
  • Manage contractual and financial systems for projects on a temporary basis for offices with transitioning personnel or for relief of existing personnel. Ensure that project continues to meet all USAID contractual requirements and ensure compliance with USAID policies and regulations. During these engagements, the field financial Manager will:
    • Recruit and train local staff as needed, including correct usage of the Dynamics SL Accounting system
    • Provide financial oversight, including the maintenance and monitoring of the project budget
    • Manage personnel and payroll office staff and procedures
    • Maintain project financial and contractual files
    • Track the transfer of funds between headquarters and the field office, and manage accounting and finance records of in-country expenses, including developing spreadsheet programs for tracking and monitoring all financial project activities, and maintaining spreadsheets with current project expense data. Provide Chief of Party with updated monthly cost reports
    • Participate in ongoing analysis, forecasting and review of project expenses
    • Draft quarterly and annual financial reports on financial status of project expenses and budget information
    • Provide COP/HQ updates on the status of fund requests and work with F&C Washington to ensure the timely transfer of funds
    • Submit wire transfer requests for field offices to F&C for processing
    • Process check requests and wire transfer requests for payments to vendors in compliance with contract requirements
    • Review and process invoices and in-field fee payments in accordance with Creative accounting procedures and contract policies
    • Ensure monthly field expense reports are properly authorized and documented
  • Manage startup of accounting departments for projects in the field, including:
    • Set up local checking accounts
    • Set up policies and procedures to conform to applicable local laws labor, tax, commercial, etc.
    • Recruit and train users on proper policies and procedures esp. regarding advances, non-expendable inventory, payroll policies (Annual leave, sick leave, control sheets), and project vehicles
    • Train new field finance staff on Dynamics SL Accounting system
    • Train new field staff to maintain project financial and contractual files
    • Train new staff to draft quarterly and annual financial reports on financial status of project expenses and budget information
  • Manage close-out of projects including:
    • Strict budget control during the last months of the project
    • Close out checking accounts
    • Reconcile all Balance Sheet accounts
    • Reconciling inventory list and ensure that inventory is managed in accordance with USAID's instructions for asset disposal
    • Prepare final payments to vendors, employees, suppliers, and government Institutions 
    • Ensure that all accounting supporting documentation is sent back to DC 
  • Develop and manage Field Policy and Procedure manuals and associated training materials in support of policies and procedures for field offices
 
 
 Additional Duties & Responsibilities 
 
 
  • Liaise between Creative Associates' field and headquarters offices
  • Travel to field location(s) as necessary
  • Other duties as assigned by the Controller
  • Perform review of financial systems and procedures for various project offices to determine if all Creative and USAID policies and procedures are being followed
 
 
 Required Skills & Qualifications 
 
 
  • Management: Minimum 10 years' experience in all aspects of financial project management duties
  • Education: Minimum of Bachelor's Degree in Accounting, Financial Management, or equivalent combination of education and work experience
  • Language (reading, writing, speaking): English fluency
  • Demonstrated expertise and experience with USAID contracts and procurement regulations
  • Experience in field based accounting required
  • Experience with computerized modular accounting packages essential
  • Strong organizational and leadership skills
 
 
 Desired Skills & Qualifications 
 
 
  • Fluency in Spanish, Arabic, or other languages
  • CPA
  • Dynamics SL experience preferred.
