Finance Director, Iraq


ROLE PURPOSE: 
The Finance Director (FD) is a key member of the Senior Finance Team contributing to strategic leadership in the Iraq Country Office (CO) in both development and emergency contexts. The FD is responsible for setting and finance policies, procedures and systems in the Iraq CO in accordance with SCI policies and standard operating practices and donor requirements. The FD will lead and mentor a team of finance staff, build their capacities and ensure that they implement finance systems appropriately in order to support the achievement of results for children. The FD ensures the provision of effective and efficient support services to the country program that strikes the right balance between speedy delivery and control.

SCOPE OF ROLE: 
Reports to: Country Director, with a dotted line to the Regional Controller
Dimensions: Save the Children works in over 8 governorates in Iraq with a current staff complement of approximately 130 staff and current expenditure of approximately $11 million each year.
Staff directly reporting to this post: Dotted lines to finance staff in each of the three offices

KEY AREAS OF ACCOUNTABILITY:
As a member of the Senior Management Team, contribute to:
• Leadership of the Iraq Country Office
• The development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and empowers people to deliver outstanding results for children and excellent customer service for our Members and donors
• The implementation of a coherent organizational structure that is consistent with agency practices and appropriate to program needs
• Establishing, maintaining, and improving active and regular working relationships with host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs
• Ensuring that the Iraq Country Office complies with all Save the Children Management Operating Standards and Standard Operating Procedures
• Emergency preparedness planning, operational preparedness and emergency response
• Designing and setting the country strategy for Iraq.

Finance and Grants Management
• Responsible for the overall Finance function, ensuring compliance with GAAP, SCI, donor accounting and financial reporting requirements
• Ensure development, review and finalization of all project budgets and/or amendments, ensuring that these are in compliance with donor requirements, agency’s internal financial guidelines, requirements of the SCI GMS, and consistent with SCI programming principles and the Country Program Strategy Plan.
• Review contracts negotiations, Consultancy Agreements and other procurements to ensure compliance with grant and donor regulations.
• Provide guidance to strengthen budgeting and budget monitoring; and provide training and TA to Program managers and Finance & Administrative staff.
• Develop and regularly update a master budget for the CO and ensure transparent, appropriate cost allocation systems are applied.

Supervise and mentor finance staff
• Ensure appropriate staffing at all levels of the finance department
• Ensure appropriate gender, and ethnic diversity within the support team.
• Ensure that support services staff have clearly defined objectives and understand their responsibilities.
• Incorporate staff development strategies and Performance Management Systems into team building process
• Establish result based system and follow-up
• Ensure availability of appropriate professional development opportunities for finance staff.
• Encourage a team culture of learning, creativity and innovation.

Collaboration and Representation
• Regularly coordinate and collaborate with Directors of Office and program teams to strengthen financial management and accountability.
• Represent SC with government, non-government agencies, communities and within SC as appropriate.

Emergency Preparedness and Response 
• Actively participate in the Country Office’s emergency preparedness and planning processes
• Integrate emergency preparedness in all finance planning and staff development.
• Ensure that finance policies and procedures specifically and clearly establish guidelines for emergency preparedness and response in accordance with SCI standards and the CO’s EPP.
• In case of emergency, lead finance support for the response in conjunction with the Directors of Offices.
• As appropriate participate in relevant emergency planning working groups and/or appropriate emergency response clusters.

QUALIFICATIONS AND EXPERIENCE
• CA/CPA along with additional Diploma in Management or equivalent; Recommended 10+ years of relevant work experience of which at least five overseeing complex multi grant support programs
• A can do attitude with a commitment to effective service provision for core country program
• Highly developed interpersonal and communication skills including influencing, negotiation and coaching
• Strong results orientation, with the ability to challenge existing mindsets
• Ability to present complex information in a succinct and compelling manner
• Flexibility and a sense of humour – ability to work, live and thrive under challenging circumstances
• A team player who is able and willing to learn from others and share experiences
• Fluency in written and spoken English; ability to communicate in Arabic or Kurdish would be an asset
• Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
