Senior Specialist Child Protection Systems (AKSE Project) Save the Children

In close collaboration with the Senior Child Protection Advisor, the Senior Specialist Child Protection Systems will support IBESR and other protection organizations to develop, adopt, strengthen and promote the systems approach to child protection in Haiti through technical support, advocacy, and transfer of capacity. She/He will work with other members of the AKSE team to transfer capacity, provide technical and quality assurance support to these child protection organizations to plan, design and implement national child protection policies and supporting systems and procedures. She/He will support ASKE in providing technical leadership and strategic representation and contribute to knowledge management in the area of national child protection policies and systems.  This is a technical advisory position on a USAID-funded project. 

Responsibilities

Technical Guidance on Systems Development

•Support IBESR, other GoH agencies and organizations concerned with protection to review existing policies and procedures and develop   amendments for the strengthening or promotion of child protection policies and procedures

•Provide technical support and guidance to IBESR and other organizations on strengthening social welfare services and protections critical to the protection of children from abuse, exploitation and violence.
 
•In collaboration with partner Capacity Building NGOs, develop and promote methodologies for the setting of standards, and establishing strong coordination and referral mechanisms at the sub-national level
 
•Support IBESR to develop and implement an inter-government framework for the strengthening of the child protection systems that are specific to the Haiti context, involving key agencies like the OPC and the BPM.
 
•Support IBESR to develop or adapt child protection systems based on reviews conducted and information collected, obtain validation by IBESR and coordinate dissemination of new or adapted systems 
 
•Train IBESR and other GOH partners on new or adapted systems in place 
 
•Provide specific technical advice on alternative care to help IBESR move forward with developing alternative care strategies for children and support other child-protection agencies in adapting and applying these strategies
 
Program  monitoring, reporting, learning,  innovation and grant management


•As part of the AKSE team, contribute to program analysis, reviews, evaluation and reporting. Contribute to the preparation of detailed documentation on child protection issues related to child protection systems.
 

•Submit monthly progress reports on the intervention, write final report and make presentation for GOH, AKSE team and USAID.
 
Requirements

•BA in Social Sciences, Social Work or related areas.
 
•Eight years of relevant work experience with progressively greater management and/or advisory responsibilities, in the planning, design and implementation of child protection and social protection systems at national policy, service provision and community levels.
 
•Direct field experience in child protection and related institutional reform planning, management or evaluation, an advantage.
 
•Relevant international NGO experience is an asset.

•Demonstrates, applies and shares expert technical knowledge across the organization. 

•Demonstrated leadership skills and ability to manage and be a part of teams (multi-cultural, multi-disciplinary and inter-agency).

•Demonstrated strong communication skills with ability to give effective presentations to groups and individuals. 

•Ability to build/contribute to effective partnerships.  

•Able to establish course of action for self and ensure that work is completed efficiently and effectively. 

•Ability to build capacity and coach—explain, demonstrate, provide feedback and reinforcement.  Actively identifies area for learning, creates and takes advantage of learning opportunities, uses newly gained skill and knowledge appropriately on the job. 

•Demonstrates SC core values. 

•Fluency in French and English required. Creole a plus
