CORPORATE COMPLIANCE MANAGER
Branch: Corporate Services

Reporting directly to the Executive Manager: Corporate Services, the successful candidate will provide compliance support and assistance to the Executive Manager: Corporate Services (Office of the Chief Executive) and Transnet Rail Engineering (TRE) management with discharging their responsibility to comply with applicable regulatory requirements (ie applicable laws, regulations, rules, related self-regulatory organisation standards and codes of conduct, as well as supervisory requirements).

Outputs: • Provide the organisation (TRE) with strategic direction in terms of its compliance function • Manage the compliance function and processes within TRE • Manage the Centre Compliance Officers • Establish a TRE compliance forum • Represent TRE in other OD’s and Group Compliance Forums • Identify compliance items for inclusion in the TRE Compliance Plan • Develop and implement the TRE Compliance Plan • Draft and present compliance reports at the appropriate governance structures • Develop and maintain relationships with regulators • Manage compliance risk assessments on the provision of identified regulatory requirements • Manage evaluation of compliance risk assessments and advise businesses on compliance risk treatment initiatives • Manage the implementation of compliance control plans in accordance with the compliance risk treatment plan • Advise stakeholders on best practice measures to treat compliance risks • Conduct control self-assessments and report findings to governance structures • Schedule and conduct compliance monitoring in accordance with the Compliance Assurance Plan • Investigate compliance exposures and regulatory matters arising out of this • Formally raise and report on issues of non-compliance, and recommend and monitor the implementation of corrective action • Review new businesses for compliance with regulatory requirements where required • Conduct compliance training needs analyses and compliance training in relation with the training plan • Facilitate awareness of new regulatory requirements • Manage and assist with the implementation of compliance projects, including representation on co-opted projects.

Minimum requirements: • A National Diploma/degree in Law/Audit/Commerce • A postgraduate diploma in Compliance Management would be an added advantage • 5-8 years’ experience in a compliance and/or audit role (3 years should be in a compliance management role).
Knowledge: • Governance best practices • In-depth knowledge of applicable legislation, regulations and frameworks
• Enterprise risk management concepts and frameworks • Training methodologies • Operations management • An understanding of the mandate of Transnet Rail Engineering and the impact thereof.
