Value Chain Advisor, Regional Agricultural Development Project

 Project Description 
 
 
The primary objective of the Regional Agricultural Development Program (RADP) is to foster economic growth for farmers and agribusiness, strengthen market access, build food security, and enhance high agricultural value chains.
 
 
 Position Summary 
 
 
Based in Kandahar, the Value Chain Advisor (VCA) will have a background in agricultural production, domestic market linkages, and capacity building in niche agricultural value chains relevant to Afghanistan’s diverse ecological zones for an anticipated USAID agricultural development project. Anticipated duties include managing implementation of sector activities including outreach; supply-side agricultural-related interventions with technology and production improvements; and domestic market development. Position will be responsible for deliverables and budget for sector program; building and maintaining relationships with relevant national and local government, private sector, and community stakeholders; and providing strategic direction and capacity building to the sector team.
 
 
 Reporting and Supervision 
 
 
The VCA will report to the Chief of Party.
 
 
 Required Work Experience 
 
 
  • Minimum 3-5 years of international development experience in managing and implementing large agriculture programs in transitional, Islamic, and post-conflict countries
  • Minimum 3-4 years of supervisory experience, developing water supply and canal distribution systems
  • Direct supervision of diverse team of agro-economists, extension workers and support staff
  • Experience developing value chain activities to support farmers and private sector partners
  • Track record of project design and project implementation capacity building working with host government, local private sector and other actors.
  • Prior experience working with agriculture development activities, particularly in high-value crop value chain development at the farm community level.
  • Experience working with counter-narcotic alternative development activities
  • Experience working with multiple stakeholder, from high-level government officials to small farmers
 
 
 Required Education 
 
 
Master’s Degree or higher in agricultural production, agricultural science, water resources management, international development, business management or related field.
 
 
 Required Skills and Qualifications 
 
 
  • Fluency in English
  • Strong interpersonal and writing skills
  • Possess interpersonal skills and hold staff accountable for outputs and results, including communications with stakeholders
  • Experience interacting with senior host-government counterparts
  • Demonstrated organizational skills
  • Experience in Afghanistan or South Asia
  • Collaborate with contractors, local implementing partners and teams implementing USG- and other donor-funded programs
  • Demonstrated ethical management approach
