Engineering Manager Oil industry
Location: Villahermosa and Tampico, Mexico
Key Responsibilities:
- Ensure a system is in place for the competence management of ASSET Technical Authorities.
- Ensure ASSET wide engineering competency is capable of delivering forecast scope.
- Ensures 3rd party engineering company competency with PSCM support.
- Ensures consistency of application of technical risk management process.
- Ensure the ASSET delivers engineering, in projects, modifications and operations to Company standards.
- Responsible for the appointment ASSET Technical Authorities.
- Approve deviations or manage receiving approvals of deviations to Standards in line with delegation of authority.
- Endorse selection of applicable Standards.
- Accountable for making interventions to manage engineering risks to an acceptable level.
- Accountable for direction and leadership of the Engineering team.
- Accountable for Management of Change system and authorisation of modifications.
- Accountable for engineering query process and hopper of activities.
- Accountable for the prioritisation of the ASSET engineering workload.
- Accountable for consistent implementation and continuous improvement of all engineering management processes.
- Accountable for the Process Safety and technical risk management for the ASSET.
- Full responsibility and accountability for all HSE aspects and performance of team and inspection contractor.
- Accountable for the creation of the multi year engineering and Integrity Management plans for Mexico risk reduction activity spend.
- Accountable for the creation of the multi year engineering resourcing plan.
- Responsible for development of engineering staff both local and expatriate.
- Responsible for delivery of an array of engineering modifications and engineered risk reduction activities including stand alone projects and turnarounds as required.
- Responsible for Technical review and endorsement of projects.
- Responsible for cost management of engineering, repairs and inspection activities.
- Responsible for providing regular assurance & updates on progress to meet the agreed annual plan.
- Manage the 3rd party inspection contractor (IMS), 3rd party Engineering Contractor (EPMS) and 3rd party construction contractor (MMS).
- Accountable for safe execution of projects. Ensure that safety and environmental considerations are properly reflected in the project. Ensure that project risks are evaluated and mitigated as appropriate, that necessary permits are obtained and ensure adherence to applicable regulations.
- Accountable for the annual Modifications Projects budget and turnarounds budget for the facilities.
- Accountable for the overall coordination of activities between Company Operations, Company Engineering, and engineering & construction contractors with respect to construction activities.
Qualifications:
- Spanish & English speaking bilingual.
- Experienced mature assets management professional.
- Typically a degree qualified Engineer (any discipline)
- More than 10 years broad-based experience of Engineering in an operating or Brownfield project and turnaround management environment in refining, petrochemical or upstream facilities.
- Experience working and leading diverse teams in multicultural environments.
- Experience managing contractor performance.
- Clear evidence of leadership in HSE aspects of projects and turnaround management.
