Information Technology for the Women's Research and Studies Center (WRSC) and Promoting Legal Empowerment of Women in the State of Kuwait (WRACATI)

Background

The projects build on UNDP’s mandate and strategic vision and aims to promote gender equality and empower women, youth, and civil society through participation in national development. They correspond to the commitment of UNDP Kuwait to address the empowerment of women as stated in its Country Programme Action Plan 2009-2014.
Objectives:
The Women Research and Studies Center (WRSC) project in Kuwait University aspires to establish and build the technical capacity for the benefit of students, statisticians, researchers and other academics including policy-makers and civil society organizations. The WRSC will be equipped with a state-of-the-art digital database housing all the information and data relating to women in Kuwait and will be disseminated on the internet to ensure its ubiquity for ease of access. The WRSC will be also equipped with an interactive and informative website/ portal that will display all the activities and reserach of the Center.
A Key output of (WARCATI) project in Kuwait is to facilitate women’s access to information on their rights and entitlements. This will be achieved through the development of relevant information in a digital format and its dissemination through CDs, website, video and audio radio messages, booklets, and telephone hotlines as well as through other means. The content will include full key-word searchable legal texts as well as FAQ in a simplified language. Legal information will focus on topics of civil & political rights, family and marriage, legislation on economic empowerment and protection from violence against women.

Duties and Responsibilities

  • Develop 2 interactive websites customized to each project specifications that respond to each project's objectives and needs, with the  direct guidance of the project managers.
  • Implementation of a data storage system customized to the WRSC's specifications with the  direct guidance of the project manager.
  • Advise on the servers's hosting possibilities.
  • Develop informed strategies on the websites and database sustainability, update and maintenance.
  • Convert the paper based materials into digital format and advise on the proper volume and format.
  • Conversion process from CAWTAR database system to WRSC system.
  • Analyze the data.
  • Prepare user guide on the usage of the website and database.
  • Train project staff on using the website and the database.
  • Any other relevant tasks as requested by the project manager.
  • Draw on the experiences from the similar projects in RBAS to build on the strengths and to come up with advanced solutions for the lessons learned. 
Expected Output:
  • Projects' websites and database established and activated
  • Website and database user guide on digital and paper format develloped
  • Training for the project staff on using the website and database finalized
  • Websites and database update and sustainability strategies develloped
Duration of Assignment:
All deliverables are expected to be submitted within 6 months from the starting date of the assignment.

  • High level of professionalism – very organized and result-oriented
  • Excellent oral and written communication
  • Good analytical skills

Required Skills and Experience

Education:
  • University degree in computing or information technology, advanced degree will be an asset.
Experience:
  • Previous experience on similar projects in the Arab region will be desirable
  • Excellent knowledge of database systems
  • Good knowledge on gender sensitive approaches and language   
  • Track records on using information technology for development.
Language Requirements:
  • Fluent in Arabic and English languages.
