UNODC PAKISTAN DVD Curricula Developer


  1. BACKGROUND The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. As part of the CP there is significant volume of training that needs to be delivered to large audiences that operate in remote areas. To address this need, the office requires the services of a DVD Curriculum Developer to make relevant curriculum available on DVDs.
  2. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK. The DVD Curriculum Developer will work closely with the UNODC e-Learning team. Travel to Pakistan is not required for the assignment.
The DVD Curriculum Developer will undertake the following substantive duties:
  1. Advise on the feasibility of developing (in DVD format that can be played on any DVD player), five different law enforcement curricula – Questioning at Land Controls, Cargo Risk Indicators for Land Controls, Body Carry for Land Controls, Behavioral Indicators for Land Controls, and Baggage Search.
  2. Produce five DVD curricula, first in English, for Pakistani law enforcement agencies – including scripts, animation, and voice-overs. The animation in each DVD should fit Pakistan’s cultural and security context. Then, working with UNODC, adapt each of the five DVD curriculum into Urdu and Pashto – producing a total of 15 DVD curricula.
Expected Deliverables
  1. Produce five written scripts, in English – which will be translated by UNODC into Urdu and Pashto.
  2. Produce five DVD curricula (on topics listed above) for Pakistani law enforcement agencies – with each DVD curricula in English, Urdu and Pashto (a total of 15 DVD curricula).
  3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
    • A senior e-curriculum development professional with at least 10 years of relevant experience;
  • Familiarity with other UNODC law enforcement training programmes or curricula;
  • Familiarity with the needs and expectations of law enforcement in Asia;
  • Ability to review, analyze and devise curricula;
  • Ability to analyze needs and formulate draft recommendations;
  • Excellent verbal and written communication skills in English;
  • Previous experience with international clientele is an asset.
  1. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
  2. Proposal: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable)
  3. Financial proposal
  4. Personal CV including past experience in similar projects and at least 3 references
  5. P-11 Form duly completed.
  6. FINANCIAL PROPOSAL
Lump sum contracts
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [To be determined] * Financial Criteria weight; [To be determined] Only candidates obtaining a minimum of 60 points would be considered for the Financial Evaluation.
