Position Title: Team Leader / Senior Monitoring and Evaluation Specialist
Summary of Project The Global Security Contingency Fund (GSCF) is an unprecedented partnership between the Department of State (State) and Department of Defense (DoD) to pool their respective resources – both funding and expertise – to provide timely and integrated security sector assistance challenges in response to emergent challenges and opportunities. The GSCF is based on the concept of joint planning and execution towards shared responsibility.
The purpose of this task order is to set up a monitoring and evaluation unit in Washington, DC, State Department which will: 1) Develop a comprehensive results framework for projects funded under the Global Security Contingency Fund; 2) Develop a comprehensive performance monitoring framework for each project, comprising a system that is designed to track GSCF assistance and its results; 3) Develop and maintain an IT system/database for all data collected for the approved frameworks and associated program management-related data; 4) Conduct, on a continuing basis, collection and analysis of the data in support of the established frameworks; 5) Implement on-going evaluations of each project’s cost effectiveness and results; and 6) Collaborate with the monitoring and evaluation units of all security-related foreign assistance with the objective of providing a fiscal year-end comprehensive view of GSCF results as a whole.
Summary of Job The Team Leader will head the Monitoring and Evaluation Unit in Washington, DC, State Department HQ, working full-time (“full time” is defined as at least a 40-hour work week) for one (1) year, and potentially two (2) optional, follow-on years.
Roles and Responsibilities The individual will provide technical direction and overall guidance for all activities under this task order and supervise the work of all contractor staff (including consultants if used by the contractor). The Team Leader will also serve as the primary liaison to the State GSCF Director and DoD GSCF Deputy Director. The Deputy Team Leader reports to the Team Leader.
Qualifications and Education Requirement At least 15 years of experience in designing and conducting large-scale monitoring and evaluations, preferably for foreign or security assistance initiatives. A Master’s degree. Proven track record in leading, coordinating, and delivering comprehensive, large-scale monitoring and evaluation systems. Experience with financial management systems. Knowledge of monitoring and evaluation policies of the Department of Defense and the Department of State. o At least three (3) years of supervisory experience managing other staff. o Proven ability to deliver a quality written product. o Organizational/technical skills to manage the budget resources (dollars and staff) for this project and support the team with field logistics. o A Secret-level clearance or above.
