Associate Legal Officer


Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a temporary appointment limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to the terms of the Tribunal’s mandate and/or the availability of funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
NOTE: This vacancy announcement for rostering purposes is open with the intention to fill the current vacant post with a suitable candidate found through this exercise whilst maintaining a roster for future vacancies.
RESPONSIBILITIES:
Provide specialised legal, judicial and administrative support to Judges and/or legal officers. Duties include: extensive legal research (particularly on Lebanese and international criminal law); preparation of draft memoranda, court decisions; legal analysis of evidence; assessing briefs and authorities submitted by parties; maintaining files on Tribunal practice and development; monitoring relevant developments in international law. Perform other duties as required.

•Professionalism: Knowledge of procedural and substantive law at both the national or international level; experience in applying legal expertise to a diverse range of complex legal issues; analytical skills and ability to conduct comprehensive legal research; proficiency in legal drafting and ability to prepare legal memoranda and opinions under pressure and subject to short deadlines; ability to balance a number of cases and to work in an efficient and directed manner; discretion and sound judgment in applying legal expertise to sensitive, complex legal issues; ability to work to tight deadlines and to handle multiple concurrent projects/cases.
•Communication: Strong interpersonal and communication skills.
•Teamwork: Ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity.
QUALIFICATIONS:
•Education: Advanced university degree (Master's degree or equivalent) in law, preferably with a specialisation in international, criminal or international criminal law. A first level university degree with specific training in international, criminal or international criminal law, together with a relevant combination of academic qualifications and experience, may be accepted in lieu of an advanced university degree.
•Work Experience: A minimum of 2 years (4 years with a Bachelor’s degree) of progressively responsible professional legal experience with emphasis on (international) criminal law.
•Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, proficiency in oral and written legal English as well as French is highly desirable. Knowledge of Arabic desirable.
•Other: Proven knowledge of the functioning of international criminal courts or tribunals.
