Role:
The Field Manager will be the focal point and chief representative for the Taiz region of Save the Children's activities ensuring effective management of programs, resource s, staff and support functions in the field site and will contribute to a localised strategy for enhanced program activity according to prevailing needs. This position is a short-term role intended to consolidate the set-up of the Taiz office, the establishment of effective and compliant systems and processes, the implementation of large programs funded by high risk donors, the capacity building of core staff members and the coaching of a long-term Head of Field Office to take on the responsibilities listed below. This position of for one year and is based in Taiz, Yemen.
Key areas of accountability:
· Maintain an oversight of the humanitarian situation in the area of responsibility ensuring that program strategy, development and implementation is orientated to need and that gaps are addressed
· Contribute to project design ensuring that new proposals are in line with area strategy, feasible and adequately resourced.
· Ensure effective coordination and communication flow between departments (thematic and support) to ensure efficient program delivery and a constructive and supportive working environ ment
· Ensure timely and quality reporting from all departments and detailed analysis of program status, constraints and mitigating factors
Program management:
· Oversee the management of all programmes in the Taiz region, ensuring that programs are delivered according to grant agreement requirements, recognised humanitarian and Save the Children standards
· Ensure that activities are appropriately planned and resourced and that progress is systematically monitored against targets and the detailed implementation plans.
· Ensure that all grants have effective monitoring and evaluation systems
· Ensure that internal and donor reporting is of high quality, timely and informs managerial and strategic decision making
Logistics, HR, Administration and Finance:
· Ensure appropriate budget allocation and expenditure.
· Ensure that the area of operation is adequately resourced and that funds are available to cover required running costs
· Ensure program delivery and associated processes (program and support) are compliant with donor regulations
· Ensure that logistics, HR and finance procedures are implemented in line with SC policies and that supply chain, recruitment and personnel and financial processing is managed effectively.
· Ensure staff are orientated on Code of Conduct and Child Safeguarding policy and procedures
· Manage the performance of all staff in the team through effective use of the Performance Management System including the establishment of clear, measureable objec tives, ongoing feedback, periodic reviews and fair and unbiased evaluations
· Ensure capacity building for all direct supports in particular providing hands-on coaching for the Head of Field office in order to be able to hand-over all responsibilities at the end of the contract period
Security management:
· Maintain clear overview of the political, legal and security context and ensure effective security management on field sites
· Ensure that security incidents are duly reported, information is effectively collected and exchanged with staff and other organisations
· Assist in the development of security procedures and protocols for the field and ensure an understanding and adherence to them.
Representation
· Represent Save the Children to local authorities, donors and members of the humanitarian community.
· Establish and maintain contact with all key actors relevant to programme implementation (military, government, ministries, UN and NGOs) in the Governorate and share programme successes and challenges.
Qualifications and Experience:
Essential
· Graduate and/or Masters degree in development or other social sciences
· At least 3 years/substantial experience working in management with a humanitarian/ development organisation
· Skills and experience in project/programme implementation, monitoring, review and evaluation
· Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
· Substantial experience in office management with a good understanding of logistics, HR and finance procedures.
· Solid experience in grant management, including budget holding and donor reporting.
· Substantial understanding or proven experience of security management issues.
· Ability to produce high quality reports in English
· Repre sentational, political awareness and advocacy skills.
· Experience of working with partners and a participatory approach
· Fluency in written and spoken English and computer literate.
· Commitment to and understanding of Save the Children’s aims, values and principles.
