VACANCY NOTICE
GVC (Gruppo di Volontariato Civile) is an Italian NGO (non-governmental organisation) working in the Bekaa Valley in support of Syrian refugee families.
For the implementation of its activities in the frame of the emergency project “Provision of improved access to safe water and sanitation to under-served Syrian and Lebanese families in the Bekaa Valley”, currently in the negotiation phase with UNICEF, GVC is looking for a LOCAL TECHNICAL CO-ORDINATOR as per the following requirements.
Job Description
Under the supervision of the international Technical Co-ordinator (TC) and in co-ordination with the Project Manager (PM), the Local Technical Co-ordinator (LTC) will, in general, co-ordinate and supervise all the activities which require specific civil engineering knowledge (in particular water and sanitation engineering). In more detail, she/he will:
- assess needs for WASH interventions (water, sanitation and Hygiene facilities) at household and community level
- prepare or adapt sketches and design of civil and hydraulic works for the execution of Wash works, as required by the project and according to the instructions of the TC and the guidelines of the humanitarian sector working groups
- prepare or revise bill of quantities and construction plans related to the construction works
- in general, prepare or revise the technical documentation in every tender dossier
- report to and discuss with the TC and PM any technical issues which may have a direct impact on the general implementation of the project or of the organisation’s activities in the area
- develop a certain degree of autonomy in managing issues related to the daily implementation of the activities
- supervise the execution of the WASH works directly and provide technical guidance and expertise to the manpower in charge of the works
- assist - with inputs deriving from the experience developed in present and past projects - the TC and the PM in the decision-making related to the daily implementation of the WASH project components
- when needed, represent GVC in sector coordination meetings related to her/his duties
- prepare reports on her/his activities as per the PM’s and TC’s requests
- keep herself/himself up-to-date on sector working groups’ and local authorities’ news, reports, recommendations, requirements, etc.
- establish contacts with counterparts (technical co-ordinators from other humanitarian agencies) and share with them techniques, knowledge, approaches related to construction works
- help design and revise the construction works component of the project work-plan, and monitor that the implementation of the construction activities respects the time-table milestones and deadlines
- quickly react to changes - of any kind - in the context in which the project activities are being implemented, inform the senior management about them and contribute to finding proper adjustments

- Bekaa Valley: Al Jdeideh (field office), Masharia’ Al-Qaa, Al Qaa, Hermel (activity area).
Qualifications and skills
- Degree in civil and/or hydraulic engineering or equivalent
- Proven field experience in the implementation of humanitarian projects, preferably from refugee shelter and watsan projects in complex emergencies and with experience from working in a difficult security environment
- Proven communication, interpersonal and leadership skills
- Fluency in the English language
- Free access to the target areas
- Computer skills
- Proven skills in report/proposal writing
- Holder of a valid driver’s licence

We offer
- Commencement: June 2013
