Chief of Party, Regional Agricultural Development Project

 Project Description 
 
 
The primary objective of the Regional Agricultural Development Program (RADP) is to foster economic growth for farmers and agribusiness, strengthen market access, build food security, and enhance high agricultural value chains.

Five years
 
 
 Position Summary 
 
 
Based in Kandahar, the Chief of Party (COP) oversees an agriculture program implemented southern Afghanistan, and serves as the technical and administrative supervisor of all RADP project activities. The COP is the senior in-country project representative and has overall responsibility for coordinating program activities at the highest levels among a diverse group of regional stakeholders and beneficiaries, government ministries and officials, and USAID/embassy personnel, while supervising local and international partner organizations and grants under contract. The position is based in Kandahar, Afghanistan with in-country travel for the duration of the project. The COP is capable of managing and administering clearly and effectively in an all-Pashto environment. The COP ensures timely project implementation, monitoring of activities, and management of project staff and subsidiaries. The COP has ultimate responsibility for project financial accountability and reporting to USAID and Creative Associates home office.
 
 
 Reporting and Supervision 
 
 
The Chief of Party will report to the Project Director of the Communities in Transition Division of Creative Associates in Washington, DC.
 
 
 Required Work Experience 
 
 
  • Minimum 10 years of international development experience in managing and implementing large agriculture programs
  • Minimum 5 years of experience as Project Director or Chief of Party on large donor-funded technical assistance teams for similar projects in post-conflict environments
  • Demonstrated expertise in agriculture and agribusiness development, local capacity building or business enabling environment, and program design and implementation
  • Experience designing and implementing agriculture programs in Afghanistan, Central Asia or post-conflict countries
  • Experience working in the private sector
 
 
 Required Skills and Qualifications 
 
 
  • Minimum 10 years of supervisory experience, including: direct supervision of staff; building and supervising a diverse team of employees; quality evaluation of staff performance and deliverables; contract management
  • Possess interpersonal skills and hold staff accountable for outputs and results, including communications with stakeholders
  • Fluency in English
  • Strong oral presentation and writing skills
  • Demonstrated ability to interact with international senior host-government counterparts
  • Demonstrated organizational skills
  • Collaborate with contractors, local implementing partners and teams implementing USG- and other donor-funded programs
  • Demonstrated ethical management approach
  • Demonstrated team building and management skills
 
 
 Required Education 
 
 
Master’s Degree or higher in agricultural production, agricultural science, water resources management, international development, business management or related field.
