Deputy Chief of Party, Regional Agricultural Development Project

 Project Description 
 
 
The primary objective of the Regional Agricultural Development Program (RADP) is to foster economic growth for farmers and agribusiness, strengthen market access, build food security, and enhance high agricultural value chains.

 Position Summary 
 
 
Based in Kandahar, the Deputy Chief of Party (DCOP) will lead a multi-disciplinary team of full-time and short-term technical specialists in project implementation. Besides overseeing technical operations and technical reporting, the DCOP must have a good knowledge of the GIRoA agricultural institutional framework and strong working experience in agriculture, preferably in several agricultural sub-sectors. This person will be responsible for assuming Chief of Party (COP) responsibilities when the COP is absent from Afghanistan. Qualified candidates will have expertise in two or more of the following areas:
  • Agricultural marketing
  • Agribusiness/business development services
  • Producer organization capacity building
  • Agricultural trade associations
  • Market institutions and systems
  • Horticulture, livestock, wheat
 
 
 Reporting and Supervision 
 
 
The Deputy Chief of Party will report to the Chief of Party.
 
 
 Required Work Experience 
 
 
  • Minimum 5-7 years of international development experience in managing and implementing large agriculture programs in transitional, Islamic, and post-conflict countries
  • Experience with agricultural development programs implementing agricultural extension, agribusiness, and/or value chain development activities
  • Experience with host-government and private sector partners in planning and evaluating agriculture development activities at the national and sub-national level.
  • Demonstrated expertise in agricultural production, dry land and/or irrigated agriculture, water resources management in agriculture or agronomy
  • Prior experience as Team Leader or Technical Lead on projects with similar complexity
  • Experience working with stakeholders from high-level government officials to small farmers.
  • Experience designing and managing quality assurance and quality control activities with an emphasis on managing for results
  • Minimum 5 years of supervisory experience, including: Direct supervision of staff; Experience mentoring and building capacity
  • Possess interpersonal skills and hold staff accountable for outputs and results, including communications with stakeholders
 
 
 Required Education 
 
 
Master’s Degree or higher in agricultural production, agricultural science, water resources management, international development, business management or related field.
 
 
 Required Skills and Qualifications 
 
 
  • Fluency in English
  • Strong interpersonal and writing skills
  • Experience interacting with senior host-government counterparts
  • Demonstrated organizational skills
  • Experience in Afghanistan or South Asia
  • Demonstrated ability to collaborate with contractors, local implementing partners and teams implementing USG- and other donor-funded programs
  • Demonstrated ethical management approach
