Consultancy Assignment with UNICEF Iraq


Duty station:Baghdad
Duration: 45-60 days
Fees: Corresponding to P4 level
UNICEF Baghdad requires the services of a qualified international consultant to take the UNICEF Education Sector Road Map, in lien with Phase II Iraq Public Sector Modernization (I-PSM) coordination structures, and to provide an Inception Report that essentially unpacks the Road Map into a set of forward planning activities, within the new I-PSM coordination and decision making framework. Key activities include;
  1. Setting Phase II Objectives
  2. Outline Phase II Management and Coordination Structures
  3. Identify the Key Stakeholders at National and Sub-National Levels
  4. Identify Year 1, 2 and 3 Output and Outcome Targets
  5. Establish a Results Framework Matrix
  6. Establish Costing for Phase II Support by Activity
  7. Outline Monitoring and Evaluation Measures
  8. Outline Potential Risks and Mitigation Measures
Deliverables:
A Phase II Inception Report will be provided, including all of the activities outlined in the activity section above, of not more than 40 pages. The task needs to be accomplished in 30 days and payment will be released on the basis of deliverable and the contract will be on lump sum basis.
Competencies:
A senior international education and public sector management expert, with at-least 8 (eight) years relevant experience in Iraq is required. Core skills must include primary and secondary education reforms, functional reviews, service delivery model development, public finance management and decentralization.
