consultant for development of a toolkit for law enforcement officials engaging with drug users and marginalized populations

  1. BACKGROUND The United Nations Office on Drugs and Crime (UNODC) is implementing the Regional Programme for Afghanistan and Neighboring Countries (Afghanistan, Iran, Pakistan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Kazakhstan). The aim of the Regional Programme is to enhance counter-narcotics capacities across the region through better coordination and facilitation. Sub-Programme 3 of the regional programme “prevention and treatment of drug dependence among vulnerable groups” is designed to deliver scientific evidence-based practice in drug prevention, treatment and rehabilitation as well as in related HIV/AIDS services. UNODC, COPAK, requires the services of an international consultant for the development of toolkit for law enforcement officials, of the regional countries, engaging with drug users. The international consultant will be reporting to Drugs and HIV Advisor, UNODC, COPAK, throughout the development of toolkit including during any consultation with national governments counterparts of the region or other stake holders.
  2. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK. The objective of the consultancy is to develop a toolkit/package for law enforcement agencies engaging with drug users and vulnerable populations. The target audience for the toolkit includes junior / mid rank law enforcement officials and senior law enforcement officials (the package to have variable tools applicable to different ranks). The materials contained in the toolkit must be pertinent to the day to day work of law enforcement agencies and officials that may be required to engage with drug users, but that lack necessary skills and understanding. The toolkit will include: a generic short training / awareness raising course consisting of course manual, notes, and ppts; a quick generic reference guide applicable to junior / mid rank law enforcement officials; and a quick reference guide applicable to for senior law enforcement officials. All materials must be user friendly and non-technical in nature. Following development of the tool kit the consultant will undertake a first training of trainers course in Pakistan with a Pakistani trainer to show law enforcement officials hot to utilize the course materials and quick reference guides.
Expected Deliverables The consultant will work closely with the Drugs and HIV Adviser and colleagues under the overall supervision of the Representative of the Country Office for Pakistan. The incumbent will undertake the following:

Produce and submit to UNODC COPAK:

• Conduct research with regard to existing international best practice drug demand reduction material in use by law enforcement officials to improve interaction with drug users and vulnerable populations. Develop an outline and it approved by UNODC by the end of November, 2012

• Develop a toolkit for law enforcement agencies in Pakistan by the end of December, 2012 that can adopted and or adapted by other countries in the region containing:

o a generic short training / awareness raising course consisting of course manual, notes, and ppts
o a generic reference guide applicable to junior / mid rank law enforcement officials. This may include (among other things) information on identification of addiction and measures to handle people under the influence of illicit drugs, information on overdose and how to handle people in physical duress, information on referral to health authorities or community service organizations

o a generic reference guide applicable to for senior law enforcement officials. This may include (among other things) information on how to instruct staff to handle people under the influence of illicit drugs or in overdose situations, information on addition and overdose, information on how to work with, and refer patients to, health authorities or community service organizations

• Deliver a first training of trainers course in Pakistan with a Pakistani trainer to show law enforcement officials hot to utilize the course materials and quick reference guides contained in the toolkit (this could be a pilot of draft training materials, time required in Pakistan is 1 week) by the end of January,2013.
• Recommendations on next steps to ensure sustainability

All deliverables will be completed following the UNODC style guide for documents and ppts which will provided. Methodology Completion of work will require the consultant not to be based in Islamabad. However he/she will have to undertake frequent missions to regional countries. Appropriate arrangements will be made to facilitate assessment missions to the regional countries, to be accompanied by drug and HIV adviser COPAK. COPAK staff will support, guide and direct necessary substantive and administrative input 3.

 REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS • A professional, holding a Master’s degree in public health or a health related area, law enforcement/criminology, social sciences, and at least 10 years of relevant professional experience. • Demonstrated experience in research and drafting • Capacity to analyse needs and formulate recommendations on appropriate responses. • Ability to produce concise and user friendly documents. • Excellent verbal and written communication skills in English. • Ability to work under pressure and to deadlines. 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. • Interested individual consultants must submit the following documents/information to demonstrate their qualifications: • 1. Proposal: • (i) Explaining why they are the most suitable for the work • (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable) • 2. Financial proposal • 3. Personal CV including past experience in similar projects and at least 3 references • 4. P-11 Form duly completed.
  1. FINANCIAL PROPOSAL
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

Travel; Travel costs including transportation and Daily Subsistence Allowance (DSA) for travels will be paid as per actual by UNODC in accordance with United Nations rules and procedures. These details are not to be included in the financial proposal. EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Lowest price and technically compliant offer When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both: a) Responsive/compliant/acceptable, and b) Offering the lowest price/cost “responsive/compliant/acceptable” can be defined as fully meeting the TOR provided. Only candidates obtaining a minimum of 60 points would be considered for the Financial Evaluation Criteria Weight Max. Point Technical Competencies 70
