JSI is seeking a Finance Manager to work under and report directly to the Deputy Director of Finance & Administration for Malaria to support monthly financial monitoring, analysis, and reporting to USAID on the Malaria Task Order (TO7).
The USAID | DELIVER PROJECT is an Indefinite Quantity Contract (IQC) whose objective is to improve the availability of health commodities to clients in USAID-supported countries and programs. The work of the IQC is specified and carried out through individual task orders (TO). TO7 supports the President’s Malaria Initiative (PMI) by procuring and delivering malaria commodities, strengthening in-country supply chains, and strengthening international coordination and collaboration around the supply of malaria commodities. The TO7 contract manages over $250 million in funding annually and works in 23 countries worldwide.
RESPONSIBILITIES
- Manages the Task Order finances including the ceiling, obligations, monthly expenditures, and projections.
- Prepares financial analyses as required to enable effective and efficient project implementation and management decisions.
- Develops and/or reviews Task Order annual work plan budgets. Serves as a resource to other task order staff developing budgets.
- Monitors and manages any sub-budgets as required.
- Establishes and maintains a financial tracking system designed for the Task Order Director and other staff managing the implementation of program activities.
- Develops approaches to contain costs, improve systems, and streamline financial management in collaboration with other IQC Finance staff.
- Prepares financial reports at the request of the Finance Deputy Director for the Task Order.
- Monitors fund availability for procurements and subcontracts.
- Reviews and approves vendor payments and invoices.
- Reviews TO invoices and monthly financial reports prepared by the accounting department; liaises with the Accounting department to make any adjustments as necessary.
- Ensures administrative and financial compliance to USAID and JSI regulations in the implementation of Task Order activities. Liaises with the IQC Contract Administrator to ensure contract compliance.
- Monitors and tracks subcontractor and other vendor agreements, invoicing, and expenditures.
- Coordinates with the IQC-level staff (country operations, human resources, contracts, STTA manager) to ensure consistency (as possible) across all of the Task Orders and other JSI funding sources.
QUALIFICATIONS
- MBA preferred, Bachelor's degree and 7+ years experience in USAID project financial management.
- Demonstrated understanding of relationships between program function and financial management.
- A proven ability to work both as a part of a team and independently. Experience working in a project environment and in a cross-cultural work environment.
- Excellent Microsoft Excel skills
- Knowledge of USG contracts preferred
- Excellent organizational, communication, and interpersonal skills
- Excellent written and verbal English language skills
- Attention to detail
- Experience with FAR and AIDAR regulations that govern USAID-funded procurement preferred
- Permanent Authorization to work in the US required
