Project Summary:
Under the UNFPA’s Country Programme 2013-2017, Contech International is implementing a National Advocacy Campaign (NAC) on FP and birth spacing. Overarching goal of the campaign is to generate sustained political will and commitment within the current and future governments for universal coverage of FP services to manage the population growth, and the social and economic development of the country.
Position Summary:
The “Programme Manager National Advocacy Campaign” works in the Advocacy and Communication Unit of Contech International, whose staff manage and participate in designing and implementation of advocacy projects according to a well-defined process that engages the client, its implementing partners and NAC’s long-term and short-term consultants. A person in this position is expected to implement advocacy tactics designed for various target groups. The incumbent reports to Technical Lead, and supervises and coaches junior colleagues and consultants or a significant number of activities.
Please note that this is a local position based in Lahore.
Responsibilities:
- Oversee the programmatic, administrative and financial responsibility for all the NAC activities, and ensure that standards and operating modalities are met. This includes direct responsibility for coordination with both the donor team and the consortium partners on key programmatic, financial, logistics, management and monitoring matters.
- Implement advocacy activities while maintaining a close coordination between consortium partners; develop SOWs for the consultants and work with HR department for their identify and select suitable short-term team members.
- Assume responsibility for the overall management of the relationship with the donor and actively participate as the key member of the NAC team.
- Be responsible for making key decisions and solving problems in short timeframes while ensuring operational and programmatic integrity.
- Assume overall responsibility for tracking project expenditures on the activities against the approved budget. Ensure the timely submission of financial reports for the donor. Ensure compliance with the donor's contractual requirements of the project. 6.Be responsible for representing and promoting the NAC with the key stakeholders in coordination with the donor, and under the direction of the Technical Lead.
- Develop and create measurements regarding strategic goals and objectives of the campaign and assess NAC's ability to achieve said goals.

Person Specifications:
• Master’s degree in public health, communication, public policy or the social sciences. Exceptional candidates with other degrees will also be considered; • At least 6 years of diverse experience in the field of development, including advocacy and communication activities in donor-assisted projects, experience of working with UN systems is highly desirable; • Proven ability in developing and leading advocacy strategies; • Demonstrated team leadership and management ability; • Superior analytical and communication skills; • Maturity, authority and competence in managing complex priorities and delivering simultaneously on multiple priorities; • Excellent skills in representation, communication and diplomacy, and the ability to communicate effectively with a wide range of audiences; • Proven analytical skills and the ability to analyze a flow of complex information; • Dynamic, adaptable, autonomous, a good sense of confidentiality, a sense of initiative, an ability to plan own work and handle complex information issues • Perfect command of computer, internet and usual software (Word, Excel, Outlook) • Fluent in English
