JOB CONTEXT: The Cambodia & Thailand (CAT) Program is implemented in two countries with very different contexts.
Since September 2011, the merging between Handicap International Belgium and Handicap International Federation was decided. The merging process started at the beginning of 2012 and the Regional Program Framework will be validated in Mid-November 2012. The official date of merging has been set on 01/07/2013. Starting this date, only one entity will remain under a single direction with the two teams merged in the same office.
JOB DESCRIPTION:
To strengthen the team in the pre-merging and post-merging phase, a Deputy Support Service Coordinator position is created.
Your mission will be to support the overall coordination of the Cambodia & Thailand Program merged support services with a direct and specific responsibility on programme's finances and accountancy management to ensure an effective and efficient implementation of its strategy. You will report into the Support Services Coordinator. Your main responsibilities will be to manage the programmes financial resource and to ensure on-going sound financial management that complies with internal procedures. In the meantime you will be asked to manage the programme’s finance teams and to develop their autonomy and performance. Finally, depending on the necessities, you will contribute to the overall coordination of the support services merging to allow smooth running of the support services & in compliance with the all processes and policies.
CANDIDATE PROFILE: Essential: • Graduate business school or Master degree in business management and administration, finance, economics, • At least 2 years of experience in an NGO • Financial management, and accounting experience • Team management and capacity building experience • Autonomy, discipline, adaptability, good interpersonal skills
Additional: • Human resources experience • Knowledge of donor requirements and procedures REQUIRED LANGUAGE SKILLS: FLUENT ENGLISH
JOB ENVIRONMENT: Cambodia population’s in 2012 is estimated at 15.3 million. Except heavy and dangerous traffic, the living conditions are good in Phnom Penh even if it is recommended to be cautious at night-time as there is an increase of burglary in the capital. A variety of options for entertainment can be found in or around Phnom Penh city.
EMPLOYMENT CONDITIONS: ACCOMPANIED POSITION Salary: 2000 to 2300 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
