Talent Acquisition Manager Human Resources Division

 Position Summary 
 
 
This well rounded Talent Acquisition Manager (TAM) will: conduct full-cycle recruitment (determine requisite skills levels for openings; write and post job vacancy notices; coordinate outreach and advertising; recruit, interview, and vet job candidates; and otherwise facilitate the selection process; and negotiate position terms.
This TAM will fill positions at Creative HQ, in the field and for proposals. S/he will also partner with the Recruitment Manager in managing and guiding staff through Creative’s recruitment process. Many of the positions handled by this TAM are highly technical in their subject matter. So, the TAM must collaborate closely with program and business development staff. The Talent Acquisition Manager will develop and implement critical recruitment strategies and marketing to attract and hire exceptional talent in a complex, competitive recruiting environment. In a talent acquisition capacity, s/he will collaborate internally with program staff and partner externally as appropriate to support both high volume and niche job hiring utilizing diverse candidate generation resources.
In addition, the TAM will ensure regular and fluid information flow between the project division and the Human Resources Division to allow for effective coordination of corporate strategies, policy interpretation and occasional professional development or employee relations interventions.
 
 
 Reporting & Supervision 
 
 
The Talent Acquisition Manager reports to and is supervised by the Senior Director, Human Resources Division. However, the TAM is seconded to and receives daily and priority guidance and direction from the E.D. Division Leader. S/he collaborates and partners with the Recruitment Manager, senior staff in the Business Development office and others regarding open positions.
 
 
 Primary Responsibilities 
 
 
  • Partners with hiring managers in order to develop strategic recruitment strategies for the Education Program Division and other departments
  • Collaborates with proposal team and program staff to conduct proposal-specific and non-proposal proactive recruitment for personnel on all new business opportunities, as well as for funded positions for assigned program areas
  • Identifies and maintains potential candidates through databases, contacts/networks, social networking, internet, publications, etc.
  • Prepares posting vacancy notices of job opportunities and effectively markets job opportunities to attract candidates
  • Identifies and attends conferences, career fairs, and special events to promote Creative as an employer of choice
  • Provides information on Creative policies, benefits, and available opportunities to agencies and applicants
  • Follows standardized processes to screen and select the best candidates (references, background checks, and salary verifications, ensuring compliance with all governmental and client employment specifications
  • Ensures consistency in process including establishment of interview panels, providing appropriate interviewing questions and maintaining recruitment documents
  • Negotiates candidate salaries, benefits and allowances within budget constraints and client regulations
  • At the proposal stage, researches, analyzes and assists in the development of HCN benefits and allowances per local labor laws collaboratively with the Field Human Resources Director
  • Handles administrative processes related to hiring staff which includes processing employment applications, offer letters, writing employment letters, and the creation and maintenance of recruitment files
  • Conducts daily maintenance of the Taleo Applicant Tracking System
  • Travels to country projects to provide recruitment support on a limited basis
 
 
 Required Skills & Qualifications 
 
 
  • Bachelor’s Degree Human Resources, Business Administration or related field, or professional experience and training
  • 7 plus years international and /or domestic recruiting experience, preferably in a government contracting environment
  • Excellent oral and written communications skills, strong interpersonal skills, assertive and professional demeanor, and the ability to represent Creative positively to diverse audiences
  • Ability to work collaboratively with all levels of staff in all units of the company
  • Extensive professional, employment-focused interviewing experience
  • Thorough knowledge of recruitment and selection techniques and requirements of the Federal Selection Guidelines and the Americans with Disabilities Act
  • Knowledge of the international ‘field’ environment and ability to work within the “fragile state” and post-conflict context
  • Computer literacy and database affinity
  • Ability to prioritize tasks, organizes large volumes of work, and performs independently
  • Ability to work under strict deadlines and travel when necessary
