 Position Summary 
 
 
Reporting to the Senior Director of the Contracts Division will be responsible for ensuring the smooth operation of the Contract Unit and directly supervising the work of some department staff. This position works closely with the senior officers, program managers, and the program development unit.
 
 
 Reporting & Supervision 
 
 
The Senior Contract Administrator will directly supervise the work of staff within the department.
 
 
 Primary Responsibilities 
 
 
  • Assist the Senior Director to develop, implement and monitor tools, policies, procedures and systems to improve the efficiency and effectiveness of the department.
  • Reviewing RFA and RFP bid solicitations and supervising the preparation of cost proposals.
  • Administering contracts, subcontracts and cooperative agreements so approvals extensions, modifications and amendments, supplemental funding requests, key personnel notifications, close-outs and other actions are handled promptly.
  • Reviews subcontract proposals, negotiates terms and conditions, and issues subcontract agreements.
  • Supervises corporate compliance in the U.S. Federal government and other databases including ORCA, etc.
  • Supervises the issuance of corporate and project related requests for quotations (RFQs).
  • Assists Contracts staff in providing regulation interpretation, advice and guidance to program, and other department staff throughout the cycle of the various contracts and cooperative agreements.
  • Participates in front end strategic assessment of business pursuits, contract negotiation, and contract administration to provide proper fulfillment in accordance with company policies, legal requirements, and customer specifications.
  • Participates in contract start-up, implementation, and close-out procedures ensuring compliance with terms and conditions of the contractual agreement and USG policies and procedures.
  • Other duties as assigned.
 
 
 Required Skills & Qualifications 
 
 
  • Bachelor’s Degree in relevant discipline
  • Experience working in the International Development field
  • 10 years’ experience as a Contracts Administrator or Manager
  • Expert in contractual agreements, including language and technicalities
  • Demonstrated experience in administering USAID and other USG agency contracts and cooperative agreements with particular emphasis on FAR, AIDAR, CFR and relevant OMB circulars
  • Knowledgeable of Federal Travel Regulations and GSA schedules
  • English fluency required; excellent communication skills (oral and written), and ability to provide briefings to management and customers
 
 
 Desired Skills &Qualifications 
 
 
  • Master’s Degree in a related field
  • CCM, CPCM or CFCM Certification
  • Willingness to travel globally, including conflict and post-conflict nations
  • Language skills (Arabic and/or Spanish) highly desirable
