Consultant/Web Developer
To design and develop the webpage showing the implementation of the Procedures for Maintenance of Flows on the Mainstream (PMFM)

Objectives
PMFM webpage is designed to present and visualize the updated monitoring information of implementation of PMFM. This webpage will automatically link to HYCOS database from the Information and Knowledge Management Programme (IKMP). The webpage also aims to serve for a broad audience of people who are not only the technicians but the non-technicians and decision makers as well. In accordance with Article 6 of the Mekong Agreement and the TG, the webpage should have three below sections: 
 
(1)    Section A: monitoring low flow during the dry season;
 
  • Visualize the locations of the 9 hydrological stations on the mainstream;
  • Visualize the agreed thresholds by creating the zones for every station;
  • Plot the monitoring flow curve in a context of the zones for every station;
  • Create automatic announcements of the flow regime (e.g. stable, unstable, critical or severe). Warning or alert and mitigation methods should also be built for the unstable, critical and severe zones;
 
(2)    Section B: monitoring reverse flow for the Tonle Sap during the wet season; and,
 
  • Visualize the locations of the 4 hydrological stations for the Tonle Sap areas;
  • Visualize the agreed thresholds by creating the zones;
  • Plot the monitoring flow curve in a context of the zones;
  • Create automatic announcements of the reverse flow regime (e.g. stable, unstable, critical or severe). Warning or alert and mitigation methods should also be built for the unstable, critical and severe zones.
(3)    Section C: monitoring high flow during the flood season.
  • Visualize the locations of the 9 hydrological stations on the mainstream;
  • Visualize the agreed thresholds for every station;
  • Plot the monitoring flow curve in a context of the thresholds for every station;
  • Create automatic announcements of the flow regime (e.g. stable, unstable, critical or severe). Warning or alert and mitigation methods should also be built for the unstable, critical and severe zones.
 
It is anticipated that the viewer can access the monitoring data of at least the previous ten years.
 
The PMFM webpage is also expected to have an interactive section which allows the riparian countries to inform their mitigation actions and progress in cases where critical or severe conditions occur.
 
Outputs
The output of this consultancy is a PMFM webpage which cover 3 Sections A, B and C (see Section 7).
 
Responsibilities and Tasks
      Main responsibilities and tasks of the Web Designer are:
  • Designing and developing the main PMFM page as part of the MRC website, including sub-pages that can incorporate and upload the above objectives (Section 6);
  • Advice and support on presenting technical information and graphical representations for non-technical audience;
  • Balancing how a page looks versus how a page functions;
  • Ensuring work is completed to meet best practices, to specification and on time;
  • Ensuring consistency across designs, navigation and MRC website’s architecture;
  • Other web-related activities as requested by the BDP coordinator.
 
The Web Developer will work closely and receive the advice/support from the Water Utilization Specialist (BDP team), IT team and IKMP team. He/she is may be expected to accompany the BDP team at a Regional Consultation workshop to listen to the comments on the website design from the riparian countries.
 
Qualifications/Requirements:
 
  • Excellent understanding of and ability for graphic design, layout and typography for the web.
  • Experience creating exciting designs to meet needs of non-technical people including decision makers and managers.
  • A very good record or portfolio of online graphic production and/or creative design experience.
  • Knowledge and experience working of HTML, PHP and CSS and other web design software.
  • Fluency in English and Knowledge of Mekong riparian language(s) are preferable.
  • Knowledge in hydrology of the Mekong River and Experience working with teams of hydrological experts are advantage.
