Consultant - Study on Sustainable Management and Development of the Mekong River including Impacts by Mainstream Hydropower Projects

Objectives of the Study
 
The objectives of the study are threefold; firstly it aims to close knowledge gaps in the context of the impact of major water use sectors on key areas of the basin’s social, environmental and economic systems. Secondly, the study should feed directly into the knowledgebase used for updates and developments of the MRC Basin Development Strategy. Thirdly, it should address the need for capacity development in the Member Countries with respect to scientific studies.
 
Expected Output
 
The output of the study would be a number of subject specific studies and assessments which would be integrated into a technical series with 6 thematic papers and one main synthesis report summarising the main conclusions and elaborates on a set of recommendations. In addition, much of the study’s data and information will be integrated into the MRC’s knowledgebase and provide a basis for future scenario analysis and other tools for the Basin Development Strategy 2016-2020.
 
Key Tasks of the position
 • Liaise with the Council Study Working Groups, composed of technical subject matter specialists from other organizations and of the MRC Member Countries in guiding the six different thematic topics (1) Irrigation, (2) Agriculture and Land use, (3) Domestic and Industrial use, (4) Flood protection structures and flood plain infrastructure, (5) Hydropower and (6) Transportation.
• Liaise with National Mekong Committees and relevant line agencies to ensure their necessary inputs and feedback to the studies and the processes undertaken.
• Liaise with relevant stakeholders to ensure a broad stakeholder engagement in the design of the study and throughout the conduct of the study to ensure transparency and ownership of major groups interested in the results and conclusions of the Study.
• Internal relations: Liaise with involved MRC programmes, initiatives and projects, ICCS, and the Technical Coordination Unit (TCU) in the Office of the CEO. Arrange meetings and presentations as required.
• In close consultation with TCU and relevant programmes, prepare work packages for the six different thematic topics and ToRs for consultants/firms to be engaged in the Study.
• Management: Oversee internal and external inputs of consultants and MRC staff. Ensure work is completed on time, with in budget and meets the requirements of the TORs.
• Organize regular meetings of working and coordination groups and workshops to share results of the Study.
• Drafting overall progress reports based on inputs from the different programmes and consultant inputs. He/she will also help integrate the different themes, although the technical part of this may be left to programmes or other consultants.
 
Post-specific Qualifications
 
• Advanced degree in Water Resources Management or a related discipline including experience with river basin management and integrated water resources management;
• At least 10 years experience in international technical cooperation in the field of Water Resources Management and Development; preferably in the scope of river basin organizations;
• Extensive experience in project/programme management including the formulation,
and coordination of international programmes;
• Excellent communication and coordination skills;
• Capacity to work in a multicultural environment essential;
• Computer proficiency and good knowledge of the possibilities and use of electronic information systems;
• Fluency in English, both written and spoken. Working knowledge of one or more riparian      language(s) is desirable.
