Engineering Director Petrofac - Kuala Lumpur, Malaysia


Scope
Establish and maintain adequate technical and managerial capability in Engineering function to provide “fit for purpose” engineering and design support to the Proposals and Projects line with client’s requirements for Quality, Safety, Health and Environmental standards.
Responsibilities
  • Strategic  Proactively assess the Engineering resource gap in line with OPO Sharjah business plans and implement actions to build adequate Engineering capability to support the Operations  
  • Establish Engineering quality, cost and delivery for high performance and initiate actions to achieve best in class performance  
  • Search, select and appoint competent and experienced discipline managers to manage the resources, functions and delivery of/by various disciplines of engineering.
Operational
A) Budgeting & Control
  • Direct and carry out budgeting activities annually for the Engineering department including projections on manpower plans, costs and overall vision.  
  • Ensure correct estimation of budgets for engineering related to Proposals and Projects, as required  
  • Establish control of man-hour and material budget related to Proposals and Project  Monitor engineering budget during execution through Project Engineering Manager and  Lead Discipline Engineers

B) Resource Management

  • Ensure availability in requisite numbers and competence of engineering resources for proposals / projects.  
  • Provide cost effective and timely Engineering support for proposals and projects  
  • Carry out resource planning to match proposal / project needs, ensure optimum resource allocation and overall utilization, manage competency development of engineering resources, development of engineering work methods and procedures, planning of software (proprietary and in-house developed) availability and competence
C) Technical Delivery  
  • Coordinate review of customer’s technical scope and specifications to assure capability of compliance.  
  • Implement processes that ensure overall quality of engineering deliverables and documentation produced in support of all proposals & projects lead from Sharjah.  
  • Provide technical assistance and guidance to all staff members of the Engineering department via appointment of competent discipline managers.
Others  
  • Promote teamwork and ensure coordination among Engineering disciplines  
  • Carry out performance appraisal of the direct reports and ensures development plans and career paths are charted for engineering staff with recommendations for corresponding training programs.  
  • Recommend, approve, administer personnel action such as promotions, transfer, discharge, and disciplinary as well as participate in the interview and selection and recruitment of new engineering personnel.  
  • Act as a mentor by providing guidance and coaching to senior staff in management of their groups.  
  • Ensure compliance with corporate QHSE and Technical Integrity policies across all projects.
  • Set an example to the staff of the organization in line with the organization’s vision and values and plan corrective action where necessary.  
  • Perform related duties as and when directed by Direct Supervisor.  
  • Acts as the main interface with projects and proposals managers for engineering man-hours and related costs  Decide on the choice of Engineering resources, manpower and department methods. 
  • Key decisions which may impact revenue and schedules on large projects reviewed by supervisor and respective project manager

Desired Skills & Experience

Requirement
  • Bachelors Degree in Engineering with a minimum of 25 years experience in management of Engineering for large projects in upstream oil and gas industry and in management of the multi discipline engineering departments  Dedicated to the delivery of exemplary safety performance. 
  • Ability to provide functional strategic planning and leadership to the engineering teams 
  • Ability to effectively motivate, lead and support a multi-cultural team. 
  • Ability to adopt a dynamic, problem solving approach to tasks. 
  • Must comply with the Company Code of Business Conduct (COBC) and Anti-Bribery & Corruption (ABC) requirements
