Lead Cost Engineer - Saudi Arabia


Main Duties

    1. Plans and executes the Project Controls requirements for the project.
    2. Responsible for providing technical and administrative direction, coordination, evaluation, training and coaching to a team of Project Controls specialists.
    3. Provides and coordinates the construction cost control systems, work processes and reports needed to support the construction management efforts of the project.
    4. Manages and coordinates the assignments of work to any cost technicians assigned to the project.
    5. Provides functional and management support of all project controls activities including project baseline and control budgets, project code of accounts, commitment tracking, expenditures, forecasting of field cost, and change control.
    6. Analyzes variances in cost and schedule performance against the plan, and communicates the reasons for the issuance of variance and proposed mitigation plans to Project Management.
    7. Ensures project cost engineering/control deliverables are accurate and delivered in a timely fashion to support internal and external reporting requirement.
    8. Supervises the implementation of Work Breakdown and Project Coding Structures for control and integrity of work to be performed as defined by the contract.
    9. Leads the proposal efforts for cost/scheduling activities.
    10. Interprets contract conditions to ensure compliance.
    11. Develops and delivers training programs in Project Controls systems and methods.
    12. Maintains familiarity with the functionality of automated cost management systems.
    13. Serves as Control Team Leader on medium and large-sized projects.
    14. Generates project controls information including budget, progress validation, staffing plans, manpower forecasts, earned value assessments, performance measurement, project code of accounts, commitments, expenditures, cash flow forecasts, and change orders.
    15. Provides meaningful, accurate historical data.
    16. Prepares estimates and scope deviations.
    17. Maintains current knowledge of the contract, all amendments to the contract and all change orders issued for the project.
    18. Works closely with engineering, construction, pre-commissioning, commissioning, client and contractors to identify potential changes in scope and quantify the impact of each change in a timely fashion.

Qualifications Required

    1. 4-year bachelor of science degree in Construction Management, Construction Technologies, Construction Sciences, Business Administration or Engineering preferred, or equivalent combination of training and technical work experience.
    2. 10-15 years of relevant experience in a Project Controls departement.
    3. Minimum 5 years in a lead role.
    4. Middle East experience.
    5. Proficient knowledge of Microsoft Excel, Word, Power Point, Access, and SAP.
