Job Description

Assist Business/Function Unit Head and SORO/FORM, in controlling the level of operational risk exposure that results from business/function unit activities, ensuring that:
•Risk Registers are understood and agreed by Business/Function unit
•Gross risks are identified, understood and agreed and that the view of gross risks remains current.
•Residual risks are accurate and action plans are put in place to reduce the risk, where required.
•Assist line manager in ensuring appetite for operational risk is defined and understood at a business/function unit level.
•The control environment is effective in reducing operational risk exposures to acceptable levels of residual risk, commensurate with risk appetite
•Business/function unit decisions fully consider operational risk implications and that the control environment adapts to business/function unit changes, ensuring that residual risk levels remain within acceptable limits over time
•Assist line manager to ensure business/function unit level governance process is focused on significant risk exposures and on the effectiveness of the control environment
•Observed operational risk outcomes are used to challenge the comprehensiveness of risk identification and the effectiveness of the control environment

Key Roles & Responsibilities

1.Operational Risk Policy and Governance
•Drive effective implementation of business/function related OR framework and regulations within the country business/function unit
•Work with SORO (Senior Operational Risk Officer) to address any conflicting requirements
•Challenge effectiveness of compliance with policies and governance structures.
•Support SORO by embedding understanding of OR policies within Business/Function Unit
•Comply with BORC/FORC (Business/Functional Operational Risk Committee) Terms of Reference.

2.Operational Risk Management
•Identify and anticipate environmental and external changes and the impact upon underlying risks and control effectiveness (with use of different OR identification tools, e.g. incident analysis)
•Identify thematic country business/functional unit level operational risks
•Identify significant controls gaps and build effective action plans as appropriate.
•Evaluate effectiveness of controls to manage residual operational risks
•Challenge if action plans / steps taken were appropriate.
•Manage and monitor actions on operational risks till they are reported as known risks at BORC
•Ensure RPs (Responsible Person) are trained on risk management process and tools
•Ensure operational risk KCSA and KRI cover the key risks within Business/Function unit;
•Utilise Risk management tools (Optial and Phoenix systems)
•Perform Quality assurance checks and self assessments as required
•Navigate through Optial and Phoenix systems to obtain the key information that is required
•Evaluate and present information on potential key exposure risk areas

3.Business / Function Acumen (Refer to the relevant responsibility stated below)
•WB/CB specialist skills
•Engage business unit head on operational risk issues impacting the control environment
•Refresh own knowledge on products/services/new processes and their impact on operational risk
•Train line staff on operational risk controls
•Actively participate in required current business projects and events.
•Finance specialist skills
•Understand and apply the various policies & procedures and other requirement relating to finance e.g. FCP, FAP, MAP, IFRS, etc.
•Provide guidance within their units of responsibility/ Functional specific areas with respect to FCP, FAP, MAP, IFRS, etc.
•Drive effective implementation of FCP, FAP, MAP, IFRS, etc. in the functional specific areas.
•Drive the process of identification of Gaps with respect to Financial Policies & Procedures (FCPs, FAPs, MAPs, etc.) and the necessary resolutions to close the gap
•HR specialist skills
•Lead and conduct process review to mitigate risk exposures
•Technological / CRES specialist skills
•Engage business / function unit heads on forward looking, business / function related operational risk discussions on control environment
•Identify business / function unit key risk exposures

4.Professional and Coaching Capability
•Write reports, papers, presentations on operational risk issues and events, for stakeholder engagement
•Engage and maintain relationship with business/ function unit heads
•Be confident in having conversations about operational risk agenda at multiple stakeholder levels
•Assist SORO to provide quality input on performance reviews, succession planning, talent management of RPs
•Coach and develop Responsible Persons within Business or Function unit.

Qualifications & Skills

Minimum qualification is Bachelors Degree
Minimum 10 years experience in Operational Risk
Professional Qualification in the related field is an advantage
Possess strong communication and inter-personal relationship skills
