Job Summary

​Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking a Proposal Development Consultant.

Key Responsibilities

Responsibilities for this consultant position include assisting with the following:

• Work closely with proposal managers to successfully manage major proposal efforts, including identification of needed proposal team members, timeline and action planning, and management of proposal work plan.
• Assist the proposal manager on all aspects associated with the evolution of the proposal strategy, such as competitive analysis, developing win themes and technical approach, visioning needed personnel, and liaising with potential partners to gather their inputs.
• Help ensure vital flow of communication and task management between proposal manager, Business Development Unit, Contracts Department, Human Resources, and other parties involved in the proposal process.
•  Perform analysis of RFP requirements and has a supportive responsibility to the Proposal Manager for coordinating select proposals (including preparation of outlines, tailored checklists, instructions, and templates).
•  Ensure proposal compliance with RFP, practice unit and corporate bid reviews and protocols. Facilitates regular meetings to review progress by proposal area; identifies gaps in information resources; reviews proposal calendars; schedules other task specific meetings as required.
• Support final technical proposal production.
• Write corporate capability statements, personnel and management sections, past performance references, biographical sketches and other proposal components; strategically enhances/positions resume content.
• Edit and coordinate technical proposal sections as they develop (including managing file traffic/turnaround time, and close liaison with proposal team.
• Review and edit submissions from partners, ensuring their inputs meet specified requirements.

Other Requirements

• Masters degree; MBA, MPA or relevant international field preferred, Bachelors degree required
• Previous experience working with other contractors in proposal development for USAID
• Proven ability to successfully manage the full proposal development process
• Demonstrated organizational and writing skills and attention to detail are essential
• Must be able to work under tight deadlines and with multiple/simultaneous bid efforts
• Proficiency with MS Word, Excel, PowerPoint, and Outlook required
• Fluency in English required, and knowledge of a second language preferred
