Job Summary
The Australia Indonesia Partnership for Justice (‘AIPJ’) is a five year program (through to December 2015) funded by Australian AID.
The strategy of AIPJ is to focus on realising the rights of Indonesians, in particular poor women and people with disabilities. The program approaches realising rights by working in partnership with key government institutions (the supply side) as well as civil society and local communities (the demand side), and the intersection between the two.
Building on the successes of previous Australian law and justice programs, AIPJ focuses on the following rights:
In regard to work with the Prosecutions Office, AIPJ supports strategic initiatives in bureaucracy reform that are key to strengthening the Office, and that make the greatest contribution to better services. AIPJ will also focus on frontline service delivery directed in particular at poor women and people with disabilities, and at supporting initiatives of champions for reform at the local level.
Anti-corruption work will focus specifically on the Corruption Eradication Commission, supporting it to focus on its core mandate and to increase its independence. It will also work with civil society to address rent seeking and other behaviour that may prevent people from realising rights that are a core focus of AIPJ.
AIPJ will work to develop the capacity of civil society and disability organisations to support law and justice sector reform. This entails both organizational capacity strengthening, as well as technical support in areas related to realising rights, the priority areas identified above and areas that emerge as the partners’ core mandate. It is envisioned that the network of organizations supported through this component would become a “brain trust” for critical thinking and learning about Indonesia’s efforts to reform the justice sector, as well as for research, inquiry and learning that will support the development and testing of innovative new approaches to implementing reform going forward.
AIPJ’s approach to realising rights will be supported through partnerships and promoting policy dialogue between Indonesian and Australian law and justice institutions. This is in recognition of the growing Australian whole-of-government interest in building partnerships with counterparts in Indonesia, and the fact that some of the most successful activities under previous Australian assistance to the sector involved peer-to-peer linkages.

AIPJ is looking to employ an Indonesian national for the position of Technical Coordinator: Prosecutions. This is a full-time position based in Jakarta with national travel.

- Legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care.
- The right to fair proceedings which are: independent and impartial and fast, consistent, affordable, and accessible.
- The right to (legal) information.
- Judicial dispute resolution mechanisms
- Prosecutions Office
- Anti-corruption
- Legal aid.

Key Responsibilities
The Technical Coordinator will be responsible for supporting the Senior Manager of the Prosecutions & Anti-corruption component with the effective implementation of the component’s program of work and the achievement of its program outcomes, particularly with the Attorney General's Office.
In performing his / her duties and responsibilities, the Technical Coordinator will report to the Senior Manager and work closely with other AIPJ team members and in close consultation or collaboration with relevant partners, stakeholders and contracted service providers.

Specifically, the Technical Coordinator will support the Manager of the component to:
- manage the design of activities, including the identification of activities, the preparation of activity statements, end-of-program outcomes and activity budgets, and ensure that cross-cutting issues are incorporated where appropriate;
- manage all aspects of implementing activities, including the recruitment and supervision of consultants and the preparation of their terms of reference, and reporting on activity implementation and financial expenditure, to ensure the delivery of quality activity outputs and the achievement of end-of-program outcomes;
- provide inputs in support of the monitoring & learning framework, including in relation to the bi-monthly end-of-program outcomes meetings, the design and implementation of baseline studies, research or other evidence based reports, and the collection data on sector outcome indicators;
- provide inputs into AIPJ reporting, including in relation to the bi-weekly News & Update, six-monthly and annual reports, Bappenas reports, and monthly activity status reports for AusAID;
- provide inputs into program planning, including the development of annual plans;
- contribute to enhancing tools, approaches and methods across the program and identify opportunities to coordinate resources and share lessons learned;
- provide inputs to assist the Communications team, including in relation to the AIPJ website and newsletters;
- maintain and foster strong relationships and partnerships with stakeholders, especially those involved in program implementation.
Other Requirements
Selection Criteria:
- At a minimum, degree in law, public adminstration or management.
- At least 5 years experience working in the justice sector or public administration, with at least 3 years experience in designing and managing projects relating to supporting effective law enforcement activities, with demonstrated career progression.Experience working with the Attorney-General’s Office and / or NGOs / CSOs that work in supporting effective prosecutions; experience supporting law enforcement initiatives in support of women who are poor and people with disabilities would be an advantage.
- Demonstrated appreciation of the issues that women who are poor and people with disabilities encounter in realizing their rights, and of strategies to successfully address them.
- Familiarity and networks with law and justice sector stakeholders in Indonesia working in support of effective law enforcement.
- Excellent interpersonal and team building skills, with demonstrated ability to work collaboratively.
- Understanding of capacity development strategies and tools, and approaches to institutional learning and M&L.
- Experience working with international donors; experience working with Australian AID would be desirable.
- Fluency (speaking and writing) in Indonesian, high-level English language skills (speaking and writing).
- Knowledge of development issues in Indonesia and in the Indonesian law and justice sector.
Duration:
17 months (to 31 May 2014) with an option to extend subject to head contract extension.
