Job Summary

Australia is providing support to the Papua New Guinea law and justice sector through the PNG-Australia Law and Justice Partnership (PALJP).  That assistance is an important element in the shared goals of the Government of Australia (GoA) and the Government of Papua New Guinea (GoPNG), as expressed in the ‘Partnership for Development’ and its ‘Law and Justice Schedule’. PALJP provides flexible and responsive support that assists GoPNG to achieve measurable progress against its policies for law and justice reform, better access to justice and improved service delivery to the people of Papua New Guinea. The Partnership commenced in April 2009 and is due to operate until April 2014, with a total budget of AUD150M.​

Key Responsibilities

The Public Curator Adviser will support improving the key operational systems and processes in the Office of Public Curator; building the skills of the staff in the organization; introducing higher standards of client service delivery; establishing a more efficient work culture; and reducing the time frames for resolving and closing deceased estate matters.  In addition, the position-holder will also improve existing systems to manage fiduciary and fraud risks.​

The ideal candidate should have:

1. Capacity development
Demonstrated experience in capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and service delivery standards of counterparts and partner agencies.

2. Communication
High-level interpersonal skills including verbal and written communication skills and an exceptional ability to develop and maintain results-focused stakeholder relationships.

3. Team work
Demonstrated ability to work effectively with others to build productive coalitions and contribute to sustainable outcomes, including advocacy and the capacity to negotiate effective solutions.

4. Cultural sensitivity
Demonstrated ability to work sensitively in a complex cross cultural operating environment.

5. Change Management
Demonstrated experience in change management and in mentoring counterparts and senior managers through organizational change.

6. Technical skills
Relevant technical skills and management experience in the areas of trust management, preferably in a comparable public sector context. 

7. Qualifications
Tertiary qualifications relevant to the technical content of this position are required.
