Relief International Emergency Response Director, Global


Location: Based out of RI’s office in Washington DC and will require frequent travel to various countries
Reports to: SVP, International Programs
Position Summary:
The Emergency Response Director (ERD) oversees rapid emergency deployments and emergency response preparedness. The ERD is the leader of RI’s Emergency Response Unit. The unit’s pre-deployment responsibilities include volunteer recruitment and training, deployment exercises, management of pre-positioned supplies and equipment, and proposal writing related to capacity building. During deployments, the ERD oversees rapid emergency deployment teams, working with technical leads, logisticians, and other support staff to ensure that responses meet international standards.
ESSENTIAL RESPONSIBILITIES AND DUTIES DURING DEPLOYMENTS:
• The ERD will oversee the Team Leader during RI Rapid Emergency Deployment (RED) team missions.
• The ERD will monitor disasters and recommend specific RED team deployments to the SMT.
• Manage and coordinate inter-departmental efforts during emergency response.
• The ERD will represent RI at appropriate coordination meetings, including cluster system meetings.
ESSENTIAL RESPONSIBILITIES AND DUTIES BETWEEN DEPLOYMENTS:
• Evaluate and manage emergency response planning at Relief International.
• Build organizational capacity on emergency response.
• The ERD will identify opportunities to solicit funding for emergency response capacity building and will develop proposals for donors accordingly.
• The ERD will represent RI at appropriate coordination meetings, including emergency planning and monitoring, representing RI as a valued member of the humanitarian community.
• The ERD will remotely train RI field offices to evaluate crisis situations and to develop small scale responses, using RI’s existing emergency unit training materials.
• The ERD will identify, recruit, and train volunteer RED team members, including conducting exercises or other in-person pre-deployment orientations, and participate in building RI’s continuing medical education capability.
• The ERD will monitor emerging crises and advise the Senior Management Team about deployment and asset allocation decisions.
• The ERD will manage RI emergency unit staff, including the Emergency Response Coordinator, WASH Advisor and junior staff.
QUALIFICATIONS & REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
• Bachelor degree from an accredited institution of higher education in a relevant field of study
• Minimum 7 years aid-related international experience in crisis zones, of which at least two in a managerial role;
• Minimum 5 years in role as emergency program management for aid-related programming;
• Previous background and/or qualifications in management of relevant technical sectors, including direct provision of health services; shelter; camp management is highly preferred;
• Demonstrated knowledge of grantee regulations and implementation experience of USAID, UN, EU and other major donor-funded programs.
• Demonstrated record in collaborating with local governments, rural communities, other NGOs, and United Nations organizations
• Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.
• Ability to show initiative, multi-task and provide a consistently high output.
• Knowledge of ICRC Code of Conduct and aid security policy is a plus.
• Extensive proposal writing and cross-cultural training experience;
• Strong English language communication skills;
• French and/or Spanish languages is preferred;
• Experience in emergency response, and ability to travel within short notice is a big plus.
